Through his entire career he never chose honor over affirmative action privilege even when he knew he was promoted over more deserving peers. He was a failure as a Secretary of State, relying on out right bribery, at the expense of the American tax payer, over actual diplomacy. As has already been pointed out his reasoning is contradictory if not downright fallacious. I wonder if his capacity to think is impaired or someone has been able to put pressure on him.
