It is very telling that the Kucinich branch of Democrats in the House voted no. They know that the Republicans will be assigned the total blame for the Bill's failure and hope to benefit greatly in the election. Then, they will get a bill far more to their liking and far more damaging to America's capitalist economy (or what is left of it). A socialist welfare state can most easily be built on the ruins of a economy.
