Public nudity in & of itself is not a crime; it must be accompainied by indecent, prurient, lewd , lacicvious, or offensive behavior in Oregon.
Most people have enough sense to know that public nudity IS indecent, prurient, lewd, or lascivious behavior.
Basically, I believe it was to prevent “indecent exposure” charges for boys skinny dipping in the hinterlands; not to protect this kind of urban exhibitionist behavior.
You can thank the ACLU for the absurd extensions of it.
