Payback. The Democrats busted the horns of Republicans about Katrina three years ago, and even parlayed it into a Congressional victory of sorts in 2006. It would be no more than poetic justice if the American public sees the Republican response in 2008 as much more compassionate and comprehensive, and accorded the Republicans the credit for the ‘save’ of New Orleans this time.

You may be right, but I saw it as Nagin recognizing that this was going to be a very effective, life-saving evacuation and he wanted to get out in front of the parade. You don't have to do the hard work if you can just jump in front of the line.
