This would be considered the manufacturing of firearms, and the gunsmith should be licensed as a manufacturer.
10. A gunsmith buys government model pistols and installs "drop-in" precision trigger parts or other "drop-in parts" for the purpose of resale. This would be considered the manufacturing of firearms, as the gunsmith is purchasing the firearms, modifying the firearms, and selling them. The gunsmith should be licensed as a manufacturer.
11. A gunsmith buys surplus military rifles, bends the bolts to accept a scope, and then drills the receivers for a scope base. The gunsmith offers these firearms for sale. This would be considered the manufacturing of firearms, and the gunsmith should be licensed as a manufacturer.
12. A gunsmith buys surplus military rifles or pistols and removes the stocks, adds new stocks or pistol grips, cleans the firearms, then sends the firearms to a separate contractor for bluing. These firearms are then sold to the public. This would be considered manufacturing of firearms, and the gunsmith should be licensed as a manufacturer.

Yes, you do. And you also have to purchase a manufacturers FFL which costs $1500/year (at last check, it may be more now). This is all designed to run small time gunsmiths out of business.

So according to the ATF, the same firearm will be “manufactured” twice.

I see you carry "assault pens", too. My current favorite is the Benchmade 1100-2.
I don't write with it much, but is has come in handy for poking holes in packing tape so I can tear it.

I put a real collaspible stock on my AR15 and added a tactrical scope. If I later sell that rifle with both still on it, does that make me a “manufacturer?” Hell, under this I might be a “manufacturer” if I add a flashlight or laser site to one of my Kimbers.This sounds like a money grab to me. If stretched to any change made to a firearm, then everyone who purchased a firearm would have to be a “manufacturer” to make any mods to a firearm. What a crock!!

Noooo that ain’t my picture..... I carry a zebra 701 pen that I modified with a fisher space pen refill. Hate to leave a high dollar benchmade or Surefire / Timberline “Pen” stuck in a bad guys neck........
My carry crap these days is a Glock 31, A surefire E2D, a Leatherman Skeletool and the Zebra 701 pens. On boonie and urban trips I add a ankle holster with a S&W 317 Snubby and 50 spare rounds of CCI stinger in a old style MTM ammo box that fits in the ankle rig pouch one of my parachute riggers sewed up for me long ago ! Each round of the CCI stingers get the Paco Kelly accurizer HP tool treatment. And the company digital leash ....a blackberry curve.

No. DISMEMBER the BATFags. A nice long bath in a vat of boiling oil would be OK, too. Or, for some of the lustier lads there, perhaps a week or three in the embrace of the Iron Maiden would be appropriate. Then there’s Drawing and Quartering. Or, for the Modernists amongst us, perhaps some of the treatments some of our guys had prescribed for them by the VC/NVA. Many of which involved huge rats and fire.
