This would be considered the manufacturing of firearms, and the gunsmith should be licensed as a manufacturer.
10. A gunsmith buys government model pistols and installs "drop-in" precision trigger parts or other "drop-in parts" for the purpose of resale. This would be considered the manufacturing of firearms, as the gunsmith is purchasing the firearms, modifying the firearms, and selling them. The gunsmith should be licensed as a manufacturer.
11. A gunsmith buys surplus military rifles, bends the bolts to accept a scope, and then drills the receivers for a scope base. The gunsmith offers these firearms for sale. This would be considered the manufacturing of firearms, and the gunsmith should be licensed as a manufacturer.
12. A gunsmith buys surplus military rifles or pistols and removes the stocks, adds new stocks or pistol grips, cleans the firearms, then sends the firearms to a separate contractor for bluing. I'm think here of Billybob's auto detailing studio. If ol' Billybob is "manufacturing" automobiles by painting lines on them, he can demand to be added to the federal bidder's list for fleet cars.
I bet the GSA guys would just love to have to prepare bidders packages to send out to every custom shop in America.
Then there are the gas stations who change spark plugs ~ take out copper core and put in platinum ~ all of 'em becoming engine manufacturers ~ gad!
Every time you expand the definition of a process it sends cold chills up and down the spines of each and every government procurement officer.
ATF ought to consult with some REAL lawyers someday ~
This is crap, a person or gunsmith who does these minor modifications is not a manufacturer, it’s just adding parts or minor upgrades.
Restocking a military rifle to make it more like a sporting rifle has been done by everyone from a Dough boy with a take home Mauser to all those NRA members who bought Springfield 1903 rifles for $35 in 1960 and changed the stock and tapped the receiver to put a 4X Redfield onto it.
Drop in trigger jobs and aftermarket sights are the bread and butter of sellers like Midway USA or Brownells. A third of the firearms in my safe have this added by me or a gunsmith.
The manufacturers license is darn expensive and has to be renewed with more money and paperwork. Gun smithing is a poor paying profession for most out there and adding more hassles will make it harder for we shooters to get repairs done expertly.
If you "manufacture" something, shouldn't there be more of them after you are finished than before? It seems to me that there are no more guns after than before new sights are installed. And, amazingly, the gun still has the same serial number it started with.
Somebody please tell me this is a joke. Next, BATFE will declare that 2+2=5. They'll count your two Sigs, two Glocks, and demand to know where you've hidden your S&W.
Bush may own a ranch in Texas but at heart he is a New England snob. I have never seen him with a gun or hunting etc. Maybe he made some commercial with one but I never see him target practicing, hunting, or just carrying a gun. He is not one of us.

This is bullsh#t! A MODIFICATION by swapping parts made by a third party and you have to be a manufacturer?

Or poorly, based on the last "gunsmith" I dealt with. I'm surprised the guy could find the muzzle end of the gun. He told me that two separate firearms, one a Ruger Mk II bull barrel, the other a Springfield Armory 1911 .45 ACP, both were "dirty", even though I told him the Ruger had been stove piping since I bought it new (shame on me for being stupid and not sending it back to Ruger from new, I know).
After his cursory cleaning of course didn't solve the problem, I finally broke down and sent it back to Ruger who replaced a couple of major components for a very reasonable price, and it hasn't jammed since. I sold the SA .45 auto to a buddy, who promptly diagnosed a problem in the machining of the grooves on the slide, lapped it in, and it hasn't jammed since. The "gunsmith" is supposed to be a widely recognized .45 auto guy, too.
The people who created the BATF gave them the power to arbitrarily make and change rules, mostly with little or no oversight.
