WASHINGTON (AFP) - UN Secretary General Ban Ki-moon issued a last-minute appeal to the United States Tuesday to halt the scheduled execution of a Mexican national sentenced to death for murder in defiance of an International Court of Justice (ICJ) order.
Jose Ernesto Medellin, 33, was due to be executed by lethal injection at 2300 GMT in the state of Texas. He was convicted of the 1993 rape and murder of two teenagers and is one 51 Mexican nationals on death row in the United States.
Less than 12 hours before Medellin's planned execution, Ban called on the US government to abide by an ICJ ruling calling for the executions of all Mexican nationals to be suspended.
"All decisions and orders of the International Court of Justice must be respected by states," Ban warned on local television in Mexico City where he was attending a world AIDS conference.
"The United States should take every step to make sure the execution does not take place," he added, saying he had taken all the necessary steps to delay Medellin's execution, detailed in a letter to the United States and that he was "confident" his demands would be accepted.
Mexico has complained that its nationals on death row were not informed of their right to consular access and assistance during trial, a right under the Vienna Convention.
Medellin's family anxiously waited at the prison near Houston where the 33-year-old is due to be executed at 2300 GMT by lethal injection.
Medellin's request for a reprieve was unanimously turned down on Monday by the Texas Board of Pardons and Paroles and his fate lies in the hands of Texas Governor Rick Perry.

Assumint a permanent stay isn’t granted by the SCOTUS, my hunch is that this delay is because one or more of the liberal justices is writing a dissent from the denial of the stay. Either Breyer or Stevens would be my guess.
How many battle-ready brigades does the UN have? How about the “International Court”?
Is that before or after subtracting US forces?

That’s the downside to all these behind-the-scenes moves. It tears up the victim’s families.
A guy with the last name of Luna (have no idea about his legality) decided at the age of 18 he wanted to kill some people.
So the restaurant owners, who had fired him recently, were the targets as well as the 5 other people who were working there that night.
It was planned & he had an accomplice.
They all were brutally murdered..(Brown's Chicken Massacre)
This was in 1993!!!!!
It was a cold case...
..until years later, someone told police and the guy confessed...
But during the trial, ONE juror held out, and instead of the death penalty, he got life.
The accomplice is STILL waiting to go to trial----it's been 15 years!

Give KHOU credit, they posted photographs of his victims. He’s had about fifteen years more oxygen than any reasonable society would allow.

An ILLEGAL who was also a GANG MEMBER and murdered two UNITED STATES female teenage CITIZENS by raping, sodomizing, mutilating & strangling them to death.
Apparently this was submitted to the SCOTUS on Friday and they still haven’t returned an answer........

I believe Bush did have the DOJ try to intervene and Texas told them to shove off, they had no right to interfere.
