Given California's infinite diversity and its maddeningly diffused governmental apparatus, it's rare for the state's politicians to undertake a comprehensive and expansive change of public policy.
The decades-long stalemate on water, the state's perpetual budget crisis and the failure of Gov. Arnold Schwarzenegger's health care plan are merely three examples of the political system's chronic inability to act decisively and effectively.
And even on those rare occasions when major new policies are adopted, they tend to fall well short of their purported benefits, a sterling example being the unanimous approval of electric energy "deregulation" in 1996 that became a colossal failure a few years later.
California used to undertake big and visionary projects, such as its famous freeway network, or its once-unmatched system of public higher education. But that was then, and this is now. California has changed immensely from those halcyon days, and its recent record of gridlock and failure is pretty grim.

Two years ago, the Republican governor and Democratic legislators, led by former Assembly Speaker Fabian Núñez, passed Assembly Bill 32, which authorized the state to promulgate an extensive set of new regulations aimed at reducing carbon dioxide emissions.
On Thursday, the administration unveiled a "scoping plan" that outlines how the state would cut greenhouse gases 10 percent from current levels by 2020 and 80 percent by 2050. It will be followed by more detailed and more contentious rules.
Not coincidentally, as the draft plan was released in Sacramento, the governor was in Florida (having flown there on his private, oil-consuming jet) to complain that the United States is "so addicted to oil it will take years to wean ourselves from it" and urge adoption of more aggressive national energy policies.

A report by Fox News, captured in a clip posted on YouTube.com (Must see video! http://www.youtube.com/watch?v=PUaY3LhJ-IQ) , showed Waters challenging the president of Shell Oil, John Hofmeister, to guarantee the prices consumers pay will go down if the oil companies are allowed to drill wherever they want off of U.S. shores.
Hofmeister replied: "I can guarantee to the American people, because of the inaction of the United States Congress, ever-increasing prices unless the demand comes down."
The Shell exec said paying $5 at the pump "will look like a very low price in the years to come if we are prohibited from finding new reserves, new opportunities to increase supplies."
Waters responded, in part, "And guess what this liberal would be all about. This liberal will be about socializing uh, um. "
The congresswoman paused to collect her thoughts [for about 5-6 seconds this went on, while her colleagues behind her laughed].
"...would be about, basically, taking over, and the government running all of your companies. "
The oil executives responded, according to Fox News, by saying they've seen this before, in Hugo Chavez's Venezuela.

When it comes to political systems, an inability to act decisively isn’t always a bad thing — and “effectively” isn’t always a good thing.
“Fighting” the weather! ROTFL!!! Who says liberalism isn’t a mental disease?
It’s doubly ironic because, even if you believe everything you hear about global warming, California alone is such a small, and becoming smaller, contributor that it could completely disappear with almost no effect.
“Carbon Cap and Trade” is a huge prank that is going to be sprung on our children and grandchildren.
Who, if anybody, should benefit from this “carbon cap and trade”? Should it be owners of large industrial complexes” Should it be owners of large tracts of timber or agricultural land? Should it be in a holding company, into which anybody may invest? Is it to be held by the government, who leases the “carbon credits” to those who can afford to purchase them?
Inquiring minds want to know. But more than anything, why is this fraud even being perpetrated?
Know this and know it for a certainty: Carbon dioxide is plant food. Without it, plants wither and die. It is our OBLIGATION to increase carbon dioxide to the degree we are able, to aid our plant life on this planet to grow and extend to its maximum limit.
Gee, I wonder who will win this battle. Mother Nature, or the government of California.
Just heard the green scammer of Global Warming, Al Gore is selling his “GREEN” Tennessee home with his energy saving light bulbs and solar panels. This house with all of it’s global warming features, a wopping(2) consumed 10% more this year and Al’s carbon “footprint” comsumes 50% more than the average American family. He has created an imaginary industry that has and will siphon billions from our economy and gullable sheeple will continue to follow this hypocrite criminal all the way to his bank.
