The evidence suggests the answer is yes. Regardless if they are secret or not, the bigger problem is that McCain just wont let go of his Pro-Amnesty agenda:

McCain voted against the Cronyn amendment - he voted against barring terrorists and other violent from the US. I have been accused of lying about this - it is on the record. No difference between Obama and McCain.
