I suggest more more laws and surveillance cameras.

In addition, they need nighttime curfews and police checkpoints every couple of blocks to check identity papers and search people for weapons.

Can anyone compare, for example, Memphis, TN to the English condititon? An acquaintance has mentioned an area of south Memphis now referred to as ‘Little Iraq’...AND, rising assaults, burglaries, drug trade, murders, etc. A Jordanian, Sunni, Wahhabist cab driver in Memphis has told my acquaintance that Memphis is too violent for him and he is trying to get a job back in Chicago.

In South Memphis, how many people are born into a family with a mom and dad? Compare that to Istanbul, Turkey.

As for Europe:

I'm sure the Balkan locals being armed to the teeth has nothing to do with this disparity.

Or a nation that has a common concept of belonging to the nation and sharing its values. All Japanese have a common heritage, all Turks (even the Kurds to a degree) have a common heritage even pre-dating Ataturk. This creates a bond between people and their society and its expectations and values.

Britain does not have this anymore.
