Sorry Phyllis, the welfare state started with the end of the Civil War. As freed slaves suddenly had to depend upon themselves for everything, the government set up the Freedmen’s Bureau to provide them with food, clothing, shelter and a stipend to see them through to their first paying jobs and migration North. Unfortunately, like all things of socialism, this promoted dependence upon the handouts. When the Yellow Influenza came home from WW1, many non-black families were devastated by loss of their breadwinners and the only successful system in place was the Freedmen’s Bureau. The stigma of going to this one and only welfare agency could not be overcome until it was renamed the Welfare Department.

ANY (city country state) can LEGALLY pass laws/building codes/or zones that make it ILLEGAL to BE AN ILLEGAL ALIEN.. and make is very difficult for an alien to live comfortably or AT ALL.. The codes would apply to all residents and businesses.. Laws pertaining to renting, working, driving, and loitering..
