I agree with you 100%...
Last year our little church split and so we have been looking for a new Church. I prefer the smaller congregations and have been going to a Bible based Church with 80 to 100 “New” Christians. I am thrilled watching them grow and the excitement in their Spirit, it is something we all need to rekindle and being around them is very enjoyable.
On the other hand my wife has been going to a mega church and I do not care for it at all. 3000 people and we actually know some but never see them.
He should not be discouraged, it can and will grow with out reach into the community. He and the Deacons need to go out and visit, he should do the opening prayers at local town board meetings. Reach out to the needy, the elderly, start back yard Bible studies and Awana programs, advertise church events in the local papers, etc... Our last church split because our pastor did none of this and we went from over 120 to around 30 when my family of 6 left.
Maybe they do all of the above, then leave it in the Lords hands, Pray for it never ceasing. God Bless my friend.
