ORLANDO, Fla. -- A 24-year-old man held a gun to the head of a 15-month-old girl while he raped her mother for 25 minutes in a Wal-Mart parking lot, according to an arrest report.
David Welker is accused of raping a woman in broad daylight at a Wal-Mart parking lot located on John Young Parkway after forcing her into her car at gunpoint.
The gun was placed against the child as Welker raped the woman twice, Thursday's arrest report said.
The document also said "he ordered her to dump out her purse. He then took her cellular phone, her debit card" and $70 in cash.
Tip Led To Arrest
Crimeline tips led detectives to Welker after photos apparently showing him at an ATM were released to the public earlier in the week.
"This is huge," Orange County sheriff's Sgt. Rich Mankewich said. "Obviously, he caused fear in a lot of people over the last day and a half. We needed him off the streets."
Detectives said they have a solid case against Welker. Investigators said they found a gun and a sport utility vehicle believed to have been used in the crime.
"We have (also) recovered the jacket he was wearing when the picture was shown and he was trying to hide his face," Mankewich said.
Attack Caught On Video
Deputies said Welker was sitting around the Wal-Mart looking for a target before the attack.
"We have him on video up to a half-hour before this crime occurred just sitting in front of the store looking around, checking out his surroundings, then he chose his victim that he wanted," Mankewich said.
Welker robbed the woman, locked her in the trunk of her vehicle and drove off in a sport utility vehicle, deputies said. The woman escaped from the trunk, drove home and called 911, deputies said.
"She had a baby with her, so it made for a perfect target. She's not going to resist with a 1-year-old baby in her arms," Mankewich said. "She did the right thing. She survived the encounter, and she's able to talk to us and give us a description of this guy."
The child was not harmed.
"That just totally scares me to death," shopper Cindy Isbell said. "It's terrifying. I don't know what I would do."
Arrested 27 Times
Meanwhile, Local 6 has learned that Welker has been arrested 27 times before being taken into custody in connection with the Wal-Mart attack.
When he was 18-years-old, he was arrested twice on theft charges.
Other charges include battery on an elderly or disabled person and grand theft auto. But this is Welker's first sex crime arrest, Local 6 reported.
"This guy has been through the system so many times, he knows not to talk to the police about anything," Orange County sheriff's Sgt. Rich Mankewich said

Welkers roommate is sticking by her friend. I think the charges are ridiculous, said Brandi Phillips. Even if he did do it and had some proof I just know Ive known him for four years and hes been a good guy.”

She says- even if there is PROOF, she won’t believe it.
This woman needs to be retrained on how to pick a roommate and she needs to be prevented from trying th marry the guy while he is in prison.

See, this is where I don’t understand the system at all.
In my book, anyone who beats on an elderly person would never be out of prison, unless it is self defense in some way. Never.
I don’t know where we ever got the idea that violent bullies should be allowed out on the streets in any capacity.

Well, if it's his first time, that makes a big difference.
Considering that his juvenile record was probably expunged when he turned 18, this probably means that he was arrested 28 times in just the last 6 years, or about once every 2 or 3 months. Taking into account that only a small percentage of crimes result in arrest, I'll bet that this guy was a big contributor to the local area's crime statistics

Yep. The detectives keep saying she did all the right things to survive. But, she was locked in the trunk. I'm glad we're not reading about the police dragging a lake searching for a car with two bodies.
Forget the trial. There's enough evidence from all his crimes to warrant his death. Execute him IMMEDIATELY!!
Exactly I conceal carry EVERYWHERE bar none day,night works,better to be tried by 12 than carried by 6. That being said in Texas you see someone raping someone else walk up draw, fire,no need to warn the perp at all, it’s perfectly legal here. We have a 3rd party clause in 2 of our deadly force laws. Simply put to protect someone with or without there permission deadly force is authorized for ,rape, robbery, arson, and danger of imminent bodily harm. Oh yea and deadly force is authorized to stop a fleeing felon if you believe they would pose a future risk to society if they were allowed to escape i believe this guy is a grave danger to society so even running away he gets a double tap to center of mass followed by one to the CNS at close range. Texas and Florida have receprocity for CHL’s so there laws must be similar. I carry everytime I visit the sunshine state, my Glock goes in saltwater just fine a little fresh water rinse, some CLP and its good to go.
