Although I know it is unpopular here to provide words of praise for Vladimir Putin, I admire the guy. This is a wonderful example of his brilliance.
He went out into the world and found a bonefide dyed in the wool sucker with money and sold him. He unloaded junk for $$$. He has some real salesmen to pull off such a deal.

Oh, I definitely think Putin should loan Hugo a few billion bucks to buy military hardware he’ll never be able to use. Hugo will piss off his people with his wasteful spending, and Putin will never collect the debts. It’s win-win.

This has actually been in process since last July. What the quality of the finished product will be is problematic; Venezuela has, at the moment, precisely two 30-year-old submarines (German boats, type 209's) and hence this would constitute a tripling of the fleet. One wonders what that training pipeline is going to be like.
A cursory examination of a world map will reveal one possible strategic mission for these boats - the Atlantic end of the Panama canal. Beyond that they're expensive toys for a pumped-up little caudillo. IMHO, of course.
