UPDATE 2-US to propose CO2 rules this spring -EPA head

The Bush administration, which has resisted regulating carbon dioxide emissions, this spring will propose rules that could affect everything from vehicles to power plants and oil refineries, the top U.S. environmental official told Congress on Thursday.

Environmental Protection Agency Administrator Stephen Johnson said the agency will issue proposed rules "later this spring" on "the specific effects of climate change and potential regulation of greenhouse gas emissions from stationary and mobile sources."

Johnson's letter to congressional leaders was a response to a landmark 2007 ruling by the Supreme Court that the EPA must reconsider its 2003 refusal to regulate carbon-dioxide emissions from new cars and trucks under the Clean Air Act.

Johnson's letter sets in motion a long process of seeking comments from industry and the public, with at least two chances to change course before final rules are issued.

Democrats accused the White House of stalling to allow U.S. President George W. Bush to slip out of the Oval Office before any rules could take effect. Bush's term will end in January 2009, and it's unlikely that rules could be finalized by then.

"Instead of action, we get more foot-dragging," said Sen. Barbara Boxer of California, chairman of the Senate Environment Committee, which has approved climate change legislation which could see debate by the full Senate as early as June...

It won’t make any difference, they are screwing up the price of gas so no one will be able to afford it or food this summer.

At this rate the democrat party is going to go out of business. The republican party doesn’t look like it’s planning to leave anything they want undone by November.

Too bad the judge in dio’s post could not have been on the Supreme Court and swayed them. I believe last year the court held that CO2 was a pollutant (did anyone ask the tress?) and had to be taken care of by the EPA. They (and Bush) have tried to push it as far as they can go before doing anything.

I was wondering if I can find a bumper sticker for my truck that says “Ban CO2!” (I bet I could).

Bush should bring the EPA into a cabinet level position and tell the Supreme Court to go screw itself. The Judicial Branch has no power over the Executive Branch. We found that out when Bill Clinton came to town.

This should be interesting, given the EPA directive (which goes back to the agency's earliest days) which resulted in the federal law mandating that new automobiles and light trucks be equipped with CO2-producing catalytic converters.

If this happens we either need to throw ALL of the people out of Washington or get the pitchforks and march on the Capital.

How about stopping Debbie Stabenow from eating any sort of vegetable matter? I am sure her hefty size puts quite a bit of methane into the air and each breath deadly CO2

I would expect the “Greens” to jump on this big time. Just think what the government is going to do to all living plants by depriving them of vital CO2. This will kill off millions of trees that depend on the oil companies for their livelihood, and food stuffs will be reduced causing untold deaths from starvation.
