WHY NOT OPTIMISM?

What exactly is wrong with an optimistic president who has confidence in the long-run future of the American economy?

President Bush took this stance in a recent interview with me and at the Economic Club of New York. He told me, “Like any free market, there’s also downturns, and we’re in one. But I am confident in the long-term strength of our economy.”

Optimism, after all, is one of the few levers our chief executive can use every day. By remaining optimistic, Bush is borrowing a page from Ronald Reagan, and rejecting a whole book of malaise from Jimmy Carter.

Economy: We’re hard-pressed to recall a week when so much changed so fast in the markets. It was truly mind-boggling. And how appropriate that it all came to pass as winter turned to spring.

. . . In short, we went in a mere day or two from a grinding bear market in stocks and a robust bull market in commodities to, well, something quite different.

This is not to say a new bull has begun in equities or that commodities won’t turn back up. But as the Dow ended the week with a 464-point gain, and with gold and oil down hard, the picture looks a lot less worrisome coming out of the Easter break.

UNDER THE RADAR, SOME POSITIVE POLLING [for the President!]

White House strategists are feeling a new rush of optimism about President Bush’s remaining 10 months in office. One reason is a new internal Republican poll, obtained by U.S. News, which indicates that while Bush’s job-approval ratings remain low, some of his major policies have become quite popular. If Bush and his surrogates can make the policies better known, GOP strategists believe that will lift not only Bush’s approval ratings but the overall standing of his party.

What has the West Wing buzzing is a survey by GOP pollster Ed Goeas of the Tarrance Group that found that, for all his troubles, voters still like the president. “Fully 56 percent of likely voters approve of the president personally, driven by voter sentiments that he is a person of strong moral character and integrity,” Goeas writes in a private analysis designed for Republican leaders. “If the situation in Iraq continues to improve and the national economy improves, this goodwill will be crucial in allowing voters to change their assessment of his job performance.”

About 64 percent of likely voters approve of Bush’s economic stimulus package passed earlier this year; 67 percent back his initiatives to help struggling homeownerssurvive the current mortgage crisis; 70 percent endorse his plan to allow monitoring of foreign communications of suspected terrorists; and 72 percent back his visit to the Mideast to promote peace. In addition, 52 percent approve of his surge of U.S. troops into Iraq.

. . . Goeas argues that his findings should encourage GOP candidates to defend Bush’s record and invite the president to campaign and raise money for them. Not surprisingly, Democratic strategists are convinced that Bush will be a drag on the GOP. Bring it on, they say.

FYI: If you’re concerned about the new FoxNews poll, don’t be! Per usual the FNC pollster, Opinion Dynamics (one of the worst pollsters in the business — the only major pollster to BLOW the 2004 election by predicting a 2-point Kerry victory) decreased the President’s JA rating by increasing the sample disparity between Democrats and Republicans from 10 points to 13 points . . . And still, the change was within the margin of error!

IGNORE MSM POLLS UNTIL 3-4 WEEKS BEFORE THE ELECTION . . . Until then, trust Goeas, who is the best in the business (formerly of the BattleGround Poll), and SOMETIMES Rasmussen!

I really like President Karzai’s style. He looks representative of his culture and his country, and presents himself as well groomed. Gives a good image of Afghanistan. I hope his character is as impressive as his appearance.
