Furious Kenyan tribal elders said yesterday that they may slap Hillary Rodham Clinton with a fine for her campaign's alleged role in publicizing photos of Barack Obama wearing a turban - and it must be paid in cows, goats or camels. And just how do they expect to collect? You can charge any fee you want, the trick is to collect it.

Can anyone explain what the elders are complaining about? Do they take umbrage at being photographed? Do they consider their tribal clothing a private matter? Do they resent being used in a political attack on a man they consider kin? I know that some consider their suit insincere, but what is the alleged insult?
