WASHINGTON (Reuters) - Congress, prodded by the deadliest shooting rampage in modern American history, passed legislation on Wednesday designed to keep guns out of the hands of the mentally ill.
Without objection, the Senate and House of Representatives approved the measure, which would bolster background checks for gun buyers, and sent it to President George W. Bush to sign.

There are already laws that prevent people who have been diagnosed with Mental illness from buying guns.
Political Correctness prevented his case from being reported and political correctness disarmed the victims.
Why didn’t they just pass another law to make killing illegal? - Geese, that would have been more smarter /sarc

Ok then, how will mental illness be defined the Government?
And how often will it change now that this idiotic law is passed?
I can just see boardrooms full of doctors sitting around trying to
figure out a way to add new definitions.

Well, evidently this law doesn't actually change the definition of "mentally ill", but rather simply clarifies the documents required to show whether someone is mentally ill.
The current law, 18 USC § 922 bars selling a gun to anyone "who has been adjudicated as a mental defective or who has been committed to a mental institution."
