Libby was the only person charged in the investigation into the leak of Plame's identity. Nobody was charged with the leak itself, which Plame alleges was politically motivated.

There that paragraph sits like a turd in the middle of this AP story and nowhere is it mentioned that it is now known that it was Richard Armitage who originally "leaked" Plame's name to Bob Novak. Typical of the sloppy AP.
