Who knows the way God acts? Why did he send Joseph, Mary and Jesus to Egypt in order to remove them from the threat of Herod the Great? He could have easily simply caused Herod to drop dead.
So you know the whole plan, from beginning to end, how everything’s put together and a better way things should go than the One who actually created the plan and will see it through?

There is a reason for everything that happens, although it’s not always clear at the time. Why should efficiency, in your terms, be God's goal? If we see this woman cop raised up, able to great things in the future because of this, so much more the awesomeness of it all!
I'm sure a lot of evil intent gets nullified through prayer, but obviously not all of it does. With man's strong inclinations and greedy demands concerning Free Will, we think we've gotta do what we've gotta do, all from a very young age.
The evil choices are from the hearts of men (and women). Evil is allowed to exist as part of God's plan. Praise, faith and love from automatons would be as meaningless as stones raised as Abraham's progeny.

I agree with your point about it not being good to have “praise reports” when some people have actually died. Especially when it’s coming from second hand information.
That being said, no matter what your operating philosophy is during times of crises your going to have questions with regard to free will or determinism and adding the possible of “divine intervention” anywhere just complicates it even more.
