Nope, they are bullion metal, $1 rounds/coins are 1 tr oz pure copper, the $10 (now $20) coins are 1 tr oz .999 silver.

Because it's not fiat money ("This paper is worth one dollar because we say it is"), its value is the bullion in it. It does not have to be "backed" by anything.

Well, if they're minted out of silver or gold, they're hard currency, worth whatever the metal's worth. It's only fiat currency that needs to fall back on the "full faith and credit" credo.

I can see where there could be legal problems here, especially if they were marked with a specific value, rather than a weight... I wonder what might happen should these "rounds" be marketed as "commemorative medals" or as bullion?

wouldn’t you assume they are worth the same
price as an ounce of silver?
