Well, I guess you could read it that way. I think it represents something else. Any Arab father who wants his children to have a meaningful education most probably sends them out of the country to study in the west. Higher education in the Arab countries is limited to religious indoctrination.

It should have said:

There certainly doesn't seem to be any shortage of arabic-as-a-first-language students at any American university.
OTOH, they seem to have that situation well in hand...
He could have been an Middle Eastern Christian that had to flee.
I worked with an Indian doctor for years..I assumed that he was Hindu just because he had 52 letters in his last name.
I met him outside work in a medical travel office getting his inoculations. Was a going on a Christian medical mission.
