Evidently the church diocese itself investigated the claims and found them credible enough to warrant the following actions:
While no longer allowed to perform priestly duties or appear in public as a priest [...] and told by the church to stop performing his priestly duties.
Anyone believing they are in unexplained possession of some special, hitherto all-but-secret information that might gainsay the church's own findings in this particular, and clear Placa's name really ought to be forwarding same to the appropriate party(s), and remedying this (purported) injustice immediately, don't you think...?

The Bishop of his Diocese thought there was substantial cause to defrock him. Not just put him out to pasture in a prison or a monastery, mind you, but never to allow him to function as a priest again. There are a number of reasons why criminal charges might not have been brought in court including statute of limitations and witness credibility.
In my opinion he is undeniably guilty.

So the Grand Jury heard testimony and issued a report, but did they issue an indictment? Was there a trial? Was he convicted? If a Grand Jury can indict a ham sandwich this should have been a slam dunk if the accusers are correct. What happened ?

Never mind, the article says statute of limitations expired, which in a way raised more questions. Child predators don’t quit. They seek more victims. So why couldn’t Suffolk County prosecutors find more post-1975 victims ?
