BS Bob. Black and white has nothing to do with this, other than the black and white of the ink on the paper of the US Constitution. If the black residents of Washington DC don't like their lack of representation in the house of representatives, they are more than welcome to move to one of the states. The District of Columbia is not a state, and unless you want to convince 3/4 of the states to ratify an amendment to the Constitution, it is not permitted to have a representative in the House.
