I agree: such a law would have prevented him from becoming a Senator or being Vice-President.

Michael Brown’s departure was another Bush screw-up. Instead of handing his head to the Democrat party, Bush should have reminded everyone that Brown was able to manage FEMA effectively in other disasters, and that the Katrina aftermath was entirely the fault of the governor of Louisiana and the mayor of New Orleans.

How do the two years' progress (or lack thereof) following Katrina compare to the two years following Hugo and Andrew?

Big difference in the mentality of sucking on the government "Gimme, Gimme teat" and "Well, that's over. Let's get busy and rebuild."

Strange how none of the dims visit the Mississippi Coast, where Katrina actually made landfall. Maybe it is because we have competent leadership and are making vastly more progress in our recovery efforts. You get what you vote for!

New Orleans is a case study in democrat policy failure.

Is America’s first black hurricane ever going to be finished? Will this storm system ever end?

I guess not.

Of course, the stupidity of this whole deal is that the response would have been just as slow(or fast) if a Democrat had been in The White House.

Since the main function of FEMA in an emergency is to get food, shelter, medical aid, and supplies to people, it would be best if the person in charge had a logistics back ground.
Who would have those qualifications?
A general/Admiral from the armed services comes to mind.
As does someone in charge of a company that specializes in logistics. A company like Halliburton maybe?

Imagine the hue and cry that would have gone up if Bush had appointed an ex Hallibruton exec to FEMA.

Just some thoughts

Sounds nice, but we all know that Politics is driven by favors, money, and delivering votes. And such appointments are often based upon returning favors. Both Parties operate this way.
