WASHINGTON - The CIA's top leaders failed to use their available powers, never developed a comprehensive plan to stop al-Qaida and missed crucial opportunities to thwart two hijackers in the run-up to Sept. 11, the agency's own watchdog concluded in a bruising report released Tuesday.
Completed in June 2005 and kept classified until now, the 19-page executive summary finds extensive fault with the actions of senior CIA leaders and others beneath them. "The agency and its officers did not discharge their responsibilities in a satisfactory manner," the CIA inspector general found.
"They did not always work effectively and cooperatively," the report stated.

When Tenet was making the rounds following the publishing of his book, he revealed what a second-rater he his. Until then, most of us knew very little about him.
Well maybe if al-Qaida was stopped we wouldn’t get Bush to be our war time President in the war on terror.
The CIA needs to be revamped from top to bottom. It has become an arm of the Democrat Party and pretty much useless for gathering useful intelligence. I have heard the field offices in the Mid East are full of Clintonoids who don’t know their butts from a pile of turnips and are lazy to boot. I have a feeling the average foreign operative of the CIA is like your average reporter, they do their best work sitting in a hotel lounge with a couple martinis in front of them.
