Not very likely in a submarine.
To an 8 year old kid, this appears to be a naval submarine shipyard.....

Maybe it was piloted by some Japanese guy who still thinks the war is on and previously landed on some uncharted island populated by castaways.

Link is messed up.
After the re-direct, click on “You’d Never Believe You’re In NYC”, and then scroll down to Yellow Submarine.

No. NYS requires boat registration, Port Authority has no jurisdiction over that.

What exactly is a makeshift, submarine-type vessel, I wonder. Probably similar to a "beeber-like device".........

I’d bet it’s a couple of artist-types. It is Brooklyn

They probably didn’t have a city medallion...big trouble.
To: Nachum
Id be curious as to their names. I believe the three men were O'Malley, McDougal & Flannigin...

CaptRon could be dead on with his point about the violation of NY law, but I'll just throw this in FWIW- Don't know about that particular terminal, but in my neck of the woods, most commercial terminals are secure and it could be a trespassing issue related to the launch.
