House approves longer home rest for Iraq forces

WASHINGTON -- The House today passed a measure to mandate more rest at home for troops serving in Iraq, with Democrats taking another swipe at President Bush's management of the war on the eve of Congress' summer recess.

The legislation — which passed 229 to 194, with six Republicans joining the majority — stands little chance of becoming law. A similar proposal sponsored by Sen. Jim Webb (D-Va.) was blocked by Senate Republicans last month, and the White House today issued a veto threat.

But as lawmakers prepare to go home to face their constituents over the August break, today's debate highlighted the Democratic effort to maintain pressure on Republicans still backing the White House war strategy.

Although House Democratic leaders this week decided not push another vote on withdrawing troops, congressional Democrats continue to work at casting themselves as the champions of over-stressed military service members, many of whom have served multiple tours of duty overseas since the Iraq war began in 2003.

There is growing evidence that the repeated tours are driving up attrition rates, depressing recruitment and depleting units of vital equipment. Military leaders have also warned of mounting strains on the military, particularly the Army.

The House proposal, sponsored by Rep. Ellen O. Tauscher (D-Alamo), would prevent the redeployment of active-duty troops to Iraq until they had been rested at home for the same period of time they served in the war zone.

The proposal would mandate three times as much rest at home for members of the reserves and National Guard.

Exactly! Though Tauscher sponsored this it sounds like Murtha’s footprints are all over it. In his state of dementia he thinks he’s CIC.

Boots on the ground requires overwhelming force, get it or get out and rely on the Air Force and the Navy. The best way to win such a war is an unrestricted draft and service for the duration plus 6. A nation that supports the war will support a draft. Until then there will be continuous posturing in Washington on how their plan is better than your plan.

I tend to agree with what you say but I don’t believe we will ever have the people behind a war like we did in WWII.

There are too many with the mindset that war is wrong for any reason. They want to negotiate and are willing to negotiate away our very freedom if it comes to that, IMO.
