KEIZER, Ore. - The City of Keizer is taking heat for installing a group of cement posts designed to protect pedestrians from cars, but which some say is a phallic symbol.

A total of 52 of the posts were installed at a busy intersection in Keizer and they are getting a lot of second glances.

A number of residents have complained to the city that the posts resemble male genitalia.

"I can't disagree with that," said City Manager Chris Eppley.  "They certainly did not turn out the way we anticipated."

According to Eppley, the posts were ordered from a catalog and looked much different on paper.

"They're a standard style," Eppley said.  "I think in the right context they look fine.  They just happened not to (look fine) here."

The city is looking into retrofitting the posts with metal collars and chains that run between them, which they hope will change the look.  If not, they said the posts will have to go.

"If that fix doesn't work and I still think they look inappropriate, we'll have wasted $20,000 and we'll have to do something different," Eppley said.

Of course, the city could always keep them up and use them for sex education, at least according to one woman we spoke to. "My son said he wanted to hang a sign on it that says 'always use protection,'" she said.

If you have a clean mind, it looks like a concrete trash can.

If you have a Conservative mind, you have to wonder how much they could have saved if they had used painted, concrete-filled 4” steel pipes.

as we were preparing to open a new Naval Hospital in New Orleans in 1976 our female food service officer came into my office and insisted that she would be unable to use the toothpick holders which my purchasing agent had bought for use in the dining room. She would not say why and just kept inviting me to come look at them on my own. It turned out that they were flesh-colored, phallic shaped, and spring-loadded, with a hole in the tip. When you pushed the spring-loaded tip down toward the base a toothpick would pop out of the hole on the tip. I have no idea where my purchasing agent found those things and i suspect that that may the only batch ever sold by that manufacturer. I kept one, thinking about putting it on Ebay someday to see what it will bring.

In all fairness, I would have to suggest that vertical 4" steel pipes would be a whole lot more dangerous for drunken pedestrians (a common fauna), erratic children and automobiles.  The much larger diameter and rounded shape of these concrete posts will tend to disperse impact energy over a wider area on the impacting object (or person), resulting in a less-localized injury or damage event.  These a probably a whole lot more substantial than a 4" steel pipe as well, which is an important consideration in this modern era of truck bombs.  A heavy rig with a reinforced front end could probably plow through a small-diameter metal pipe, whereas a big cement thing like these might have a better chance of stopping it.
