The bill might have been killed for the second time, but today's Wall Street Journal reports that at least three key parts of it may still have life (one of which, the Dream Act, I've previously written about). Yes, it's like Freddy Kruger. The bill never completely dies. These, too, must be killed:

Registered Aliens who serve in the US military are already eligible for American citizenship..
Thats what a Green Card is...The so called “path to citizenship”...
A Green Card holder will become an American citizen with or without military service...
The only difference is 3 years till citizenship with military service ...or 5 years without..

I once worked with a woman whose husband had joined the Army straight out of Canada (he didn't have any kind of "Green Card") and after he finished his hitch he was allowed to start the citizenship process.This happened in the 60's and I'm not sure of all the details but I know he joined straight out of Canada.
Of course things could have changed since then.
