It’s been emasculated by Congress - with the threat of cuts in war funding - and the American people - by putting Dimocraps in charge of the purse strings again.

Bush is completely neutered, he might as well just head to the vet and make it official.
He believes the Democrats defeat rhetoric himself. He isn't going to do anything he isn't already doing out of fear of the reaction. Bush himself doesn't believe that America has any stomach for real war...so is it so hard to understand why the Islamists are completely convinced that total victory is there for the taking?

It’s predicated on absolutely acting when we are acted upon. Once it was clear that we weren’t going to RESPOND TO THE AMERICAN LEFT, it was only a matter of time until the other chips began to fall.
