FBI Issues Scuba Industry Alert Over Requests For Specialized Training, 'Nefarious Activity'

Washington, D.C. (Jun 22, 2007 16:51 EST) The purpose of this advisory is to provide situational awareness to the scuba industry regarding behavior that may indicate an individual(s) is involved in nefarious activity.

The following threat indicators, taken in isolation, generally reflect legitimate recreational and commercial activities. In combination with other information, they can indicate possible links to criminal behavior. Please note, the below indicators are not an all inclusive list, these indicators represent a baseline that could possibly indicate suspicious behavior.

Training Indicators

Requests for specialty training, including odd inquiries that are inconsistent with recreational diving. These may include:

Requests to dive in murky water or sewer pipes.
Inquires about procedures such as diver towing.

Requests to learn advanced skills associated with combat swimming, including:

Use of re-breathers and diver propulsion vehicles (DPVs).
Deep diving.
Conducting kick counts.
Receiving extra navigation training.

Requests for advanced diver training by applicants from countries where diving is not a common recreational activity. Similarly, training sponsored by groups or agencies such as religious organizations, cults, associations, or charitable agencies not normally associated with diving.

Potentially Suspicious Equipment Purchases or Rentals

Volume purchasing inquires related to Swimmer Delivery Vehicles (SDVs) and Diver Propulsion Vehicles (DPVs). SDVs are very expensive vehicles normally used for specialized military purposes, and usually are not available to recreational divers. Efforts to purchase DPVs, the more commonly available civilian counterpart to SDVs, could be associated with extending the range or payload capacity or a combat swimmer team.

Other Indicators:

Paying cash for diving instruction.
Refusal or reluctance to provide personal information.

Recipients are requested to report suspicious or criminal activity to their local FBI Office.

Way back in 66, we dropped anchor in Kaohsiung, Taiwan. Nasty, nasty lookin’ water in the harbor, so we took water samples from the surface and had it analyzed by the the ship’s Medical dept.

It was so bad, anyone who would have regular contact with the water (divers, boat crews, etc.) was required to get a gamaglobium shot. No restrictions were imposed on diving ops so we did our normal hull inspections, zinc plate replacements, and one job required placing a 8' x 8' x 4' cofferdam on the starboard side of a Destroyer at and below the waterline so the shipfitters and welders could repair a crack in the hull.

The crack was caused by the constant vibrations produced by the firing of their 5" guns in Vietnam.

Thirty years ago, when I was still diving, I built my own DPV from plans that I purchased mail order. It was called a Scuba Tow. It used 2 electric trolling motors a motorcycle battery and the body of the vehichle, constructed be me, was made using plywood covered with fiberglass.

As a matter of fact you can still buy the plans here. Its the one that the girl is riding on top of.

Hell, my training dive was in an Indiana quarry, talk about murky. Navigation was a MUST!

I draw the line at sewer pipes though.

Then they mentioned people hesitant or unwilling to provide personal information. I do that just about everywhere, unless I feel it is absolutely necessary, and I'm still hesitant about it.

Congress wants to track every single cow in the country. Some estimates are 100 million cows. But securing our borders and tracking illegals is too much for em.

It does scare me, that sending in reports, gets no action.

Do we have to send it to several offices at the same time and pray that a real American reads and acts on it.

I don’t ever forget that the Phoenix office dropped the ball, before 9-11.

they still need to specify and forget all this PC BS...we’re fighting a friggin war here...

Did the gov’t in WW2 issue warnings to the citizenry to be on the lookout for suspicious behavior by people with blonde hair and blue eyes? NO! they were supposed to watch for GERMAN agents!

I’m pretty sure that diving isn’t very popular in Switzerland or Hungary or the Czech republic...but we are wasting our time and resources reporting people from those countries inquiring about scuba lessons...

Thanks for the ping Calpernia. I remember this being discussed on the Threat Matrix YEARS ago, along with other possibilities.

I’m pleasantly surprised we’ve not suffered any homicide bombings yet, but I fears it’s on the way. FWIW, the shooting attack at the mall in Indiana a few months back was an attack. The shooter was yelling Allah Akbar, not something the LameStream media would report.

Best to keep prepared. Everyone should be by now.

I’m within minutes of my safe zone. The place where I’ll make my stand, if necessary.

I’m not sure we haven’t Appalachin. When we had the Al Aqaeda message boards discussing scuba divers, there WERE odd, unknown diver reports.

I specifically remember that one with the tattoo in the NY area and the one in Florida.

Only targets I can think of that would require scuba dives are nuke plants (water intake & outflow), bridges, and water treatment plants. Can you think of anything else?

We’ve discussed many nightmarish scenarios over the years. I believe the cells are already in place and waiting. I look for coordinated waves of attacks.

Just remember that terrorism is just that - instilling terror. Kill one - scare 10,000. The 9/11/01 attacks did just that. Look at how jumpy the gov’t is.

More attacks will bring martial law. I not sure what I fear most, the terrorists or our own gov’t knee-jerk reaction.

Keep your powder dry Calpernia. It’ll get MUCH worse before it gets better.
