I don’t know that it has to do with illegals, exactly. There are a lot of low income Americans that don’t have enough money for a bank account, who throw away hundreds each year on check cashing fees. When I was a teenager, I used to cash my check at the grocery store.
I think WalMart is offering a much needed service.
Also, I’m betting their employees will be this banking service’s best customers...
I was in a long line at the service desk at a WM a few weeks ago to get my core charge for some batteries refunded. Most everybody in front of me was there to send money “home”.

A lotof people I know who work in the poultry industry use WalMart’s check cashing srvices every week. They charge a flat $3 to cash the paychecks, regardless of the amount. Far better than the payday loan places that charge a percentage of the amount of the check.
I wonder how exactly WalMart will engineer this to leverage their Chinese affintity?

I know many Americans that for some reason or another need to use services like this.
Some don’t trust banks and rather cash there checks at one of the check cashing places that charge a fortune,others can’t get a bank account,because they either owe the bank money or they over drew their accounts to much.

I bought my last order of checks from them. You could buy a single box of duplicates for something like $5. I hate getting ripped off by banks. “Oh a box of checks, that’ll be $17.”
