I don’t know that it has to do with illegals, exactly. There are a lot of low income Americans that don’t have enough money for a bank account, who throw away hundreds each year on check cashing fees. When I was a teenager, I used to cash my check at the grocery store.

I think WalMart is offering a much needed service.

I expect that a couple of years after this project is rolling Wal-Mart will come back with the desire of being a full bank and being able to process their own credit card transactions. The other banks will once again howl about losing their approx. 1% of Wal-Mart's credit card transaction total.

Wal-Mart has figured out how many illegal intruders send $$$ back to Mexico on Western Union each and every day. They are getting on the bandwagon, and getting a price for doing so.
If you live anywhere near a Western Union outlet- many are now inside nationwide drug store chains you would recognise—spend a couple of hours there on a Friday or Saturday and watch the lines of illegals sending money out of the USA economy.

Not just check cashing, but money order fees. I know a few people who don't have bank accounts and spend a lot of time and money getting money orders for bill paying each payday. Maybe if WalMart offered a low balance/low charge account, they could save themselves some money.
