Senate Republicans Work $4.4 Billion Border Security Amendment

GOP negotiators of an immigration reform bill are crafting a large border security amendment with mandatory, immediate funding that they hope will assuage concerns of both Republicans and Democrats, FOX News has learned. The senators are looking at a way to please conservatives who are skeptical Congress will ever fund the bill's border security provisions, as well as keep Democratic negotiators on board in a last ditch effort to save the comprehensive reform bill....

South Carolina Sen. Lindsey Graham, a principle author of the amendment with Republican Sens. Jon Kyl and Mel Martinez, says his amendment is designed to be "a confidence builder" to address members' concerns that ramped up border security provisions in the bill won't, in the end, get funded. Graham hopes to provide $4.4 billion the day the bill is signed, through an estimate in fees and fines in the current immigration bill, to be used to beef up all the border security measures in the bill, with an additional $800 million for further measures, taking from measures put forward last year by New Hampshire Sen. Judd Gregg who called for more investment in capital infrastructure, like unmanned aerial vehicles and new Coast Guard boats.

Graham said this $4.4 billion would be borrowed from the Treasury and repaid once the fines and fees from the bill are collected, like the $5,000 fine each illegal has to pay for a work visa, called a "Z visa." Graham said it would be better to do it this way, rather than an emergency funding bill, which goes directly to increasing the deficit...

Nobody gets it. There is NOT GOING TO BE ANY $4.4 billion. This is a trap to get them to vote to bring the bill to the floor. Nothing more. They cannot provide any money with this bill.

$4.4B? Yeah, that will make everything all better. If we can’t secure the border with the enormous resources already at our disposal, what difference will an extra $4.4B make? Absolutely none! A big part of the problem is that these guys in Congress think the rest of us are rubes.

The house can sponsor its own bill and “reconcile” it with the Senate’s.

Mrs. Pelosi has said she will not bring up an immigration bill unless the minority can promise to provide her with 70 Republican votes. So far they don’t have the votes over there to meet her requirements. Thank God the entire House is up for re-election every two years.

Mrs. Pelosi has said she will not bring up an immigration bill unless the minority can promise to provide her with 70 Republican votes.

Per Rush, Reid told Bush this morning that he could only deliver 38 votes and that Bush would have to guarantee 22 votes before Reid would bring the bill back up.

From some of the Senators' comments after the luncheon, it didn't produce many changed votes.

Why do they need to have more money to build the fence?? ENFORECE THE LAW ALREADY VOTED ON LAST FALL.....it was sponsored by Duncan Hunter, it passed, and I was under the impression they'd voted the money also.....so where is THAT money?

Scrap this whole disgusting amnesty bill, enforce the laws already on the books...build the fence, and not some rinky dink thing...build the one Duncan Hunter drew up...double high fence, with a road between them for the Border Patrol...then come back to Congress and talk about what to do, and this time , don't give the whole darned country away to the illegals, most of all... our most valued possession...American citizenship. Talk about rewarding lawbreakers...citizenship , just because they've come into our country illegally...makes as much sense as the crazy "anchor baby" interpretation. This Presidents' loyalty is not with our country, rather, it's with Mexico....shameful....what to do, what to ?? Have about wore the phone out calling Senators and the White House comment line....but,we have to remember....God is in control, only He can see the future...but from my lowly position...the future of our beloved country does not look good.

There is no additional money. There is not going to be additional money. This bill CANNOT provide money. This is a fake, designed to sooth and sucker us. Please read my original comments below the story.

Based on the (evil and wrongful) Supreme Court precedent known as Wickard vs. Filburn, Congress could pass a law with the following provisions:
  1. Make it a felony to provide, or continue to provide, any banking services of any kind to persons who are not in the country legally. It would also be a separate felony to fail to verify that the customers for such services are legal residents. So, no bank accounts, no check cashing, no wire transfers and no Western Union for Illegals.
  2. Make it a felony to provide any wage, salary, consulting fee or any payment of any kind for services rendered, or to provide payment of any debt of any kind, to any person who is not in the country legally--unless the payment is in the form of cash denominated in the currency of the payee's native country.
  3. Impose a 75% witholding tax on all income earned by anyone not in the county legally. The collected withholding tax would only be refundable in the currency of the taxpayer's native country--and the tax return would have to be mailed from that country, and the refund sent to an address in that country.

If such a law were passed, illegals could still come here and work. But the Mexicans (for example) would have to take their pay in Pesos--and would have to go back to Mexico to spend it, or even to deposit it in a bank (or do anything else with it.) And they'd have to wait as much as 18 months to get most of it back as a tax refund.

Problem solved.

In an effort to get more immigrants to report crimes, a Stockton-based group called Latino Education About Law Enforcement Service, or LEALES, is spreading the word that police and sheriff's deputies won't look into victims' immigration status.

Often, victimized immigrants won't report crimes for fear of law enforcement officials discovering that they are in the United States illegally.

I know there’s no additional money,I’m questioning where the huge amount that was voted on last Fall, along with the law that 800 plus miles of fence was to be built and funded with money they, at the time designated specifically for that purpose.

This is just the direction the bullshit will take, this time!

We will have to repeat last week again, and probably again after that!

The politicos are determined to stick us with this crap, fully knowing that nobody supports it. We'll have to remind them each time that the primaries are also coming-up for them, and that's the best time to get rid of a no-good bastard who doesn't listen to his constituents.

I agree this is a trick to pass this horrible Amnesty bill. This Amnesty bill must be stopped. The U.S. as we know it will cease to exist if it is not.

193 million legal 3rd world immigrants and millions more illegals coming to the U.S. will turn the U.S. into a socialist Mexico or Socialist Venezuela. FYI Democrats and Bush :Socialism doesn't work.
