SB 375 requires all regional transportation planning decisions and all transportation funding to be limited to a “preferred growth scenario,” that requires a minimum housing density of 10 units per acre. It was adopted by the Senate on June 7, 2007. Here is Senator McClintock’s speech in opposition to the bill:

Mr. President:

This measure says that all transportation plans and transportation funding decisions must be made with the object of concentrating people in dense urban cores. In this bill, it is called a “Preferred Growth Scenario.” It says all transportation plans and funds must serve this “Preferred Growth Scenario,” and that, in turn, means at an absolute minimum packing in ten families per acre. Ten Families.

Welcome to the brave new world of central planning. This is a continuation of the policy that Gov. Schwarzenegger institutionalized with AB 32 and that Attorney General Brown operationalized by suing San Bernardino County.

They’re basically saying, “You cannot build new highways until you can show how you’re going to build them without using earth-moving equipment or concrete and that, once they’re built, nobody is going to use them.”

But the Left has an alternative – that’s what this bill is all about. They want everyone to move into dense urban cores – the denser the better. That’s what this bill means when it uses the term, “Preferred Growth Scenario.”

And fellow Californians: They aren’t talking about your preferences for your own life – they’re talking about their preferences for your own life. And for your family’s life.

“Preferred Growth Scenario.” They prefer that you move into dense urban cores – and they are prepared to manipulate public policy and misuse government authority to force you to do so.

And they couldn’t care less what you prefer for your own life and your own family.

I’ve got news for the authoritarians on the Left: most people don’t want to live in dense urban cores. Most people want a little elbow room – they want a yard for their children to play in. They want a little grass, a little garden, a little breathing room they can call their own.

And who the hell are you to tell people they can’t? Who the hell are you to tell people how and where they’re going to live? Who the hell are you to impose your preferences for their lives over their own preferences for their lives?

That’s at the heart of this issue. People have a right to live their lives according to their own preferences – not government’s – and they have a right to live where they please – to acquire property and enjoy that property. And in any free nation, government exists to respect and protect and accommodate that right.

The people were just sold a $20 billion bond measure to address our sadly neglected highways. After the election, the Governor’s Director of CalTrans admitted that at most $8 billion of the $20 would be used for highway construction. And this measure says little if any will be used for highways.

Many of us warned we were being sold a bill of goods – that very little of that money would actually be used for highway construction. This bill is the ultimate proof of those warnings.

And it is the ultimate expression and embodiment of an arrogant, out of touch class of elitists who actually believe that they are naturally entitled to run your life for you.

At least you don’t live under the jurisdiction of the CA Coastal Commission, or Schwartzenegger’s stupid Sierra-Nevada CONservancy GovernMental EnvironMental State Agency!!!

How can you live in California and not be under the jurisdiction of these government disasters? Together they cover a significant portion of the state!

Back in the Gay Nineties we staged such a revolt here in my county just in time for the grand 1994 conservative coup!!!

In fact, for the first time in a long time, Republicans, mostly conservative ones, actually achieved a majority in CA's lower house just as we finally got Willie Brown term limited out of the Speakership!!!

But like a bunch of untrained and unprepared dogs that had so much fun chasing cars(liberals) that they simply din't have a clue what to do when they caught them and got elected. They didn't know how to govern and the liberals had a hay-day pointing that out to the MSM!!!

Some won election to local offices like you suggested. They came on so radical and so overeager that several in northern CA got immediately Recalled by shocked voters who liberals had a ball working up into an emotional high!!!

Many ploughed ahead, doing things right, yet the leftist EnvironMentalists and NIMBY/BANANA activists spent the next three years in league with a very supportive MSM (Sacramento BEE in my area) to quickly change local Californian's perceptions toward traditional land use and conservatives supporting normal American traditional land use policies to as intensely negative as possible.

Using buzzwords like "old boy network" and "property rights fanatics," they turned nearly all of it around in four short years!!! We went from "dancing in the streets" to "same song, second verse... a little bit louder and a little bit worse," to where we are now heading into their "Preferred Growth Scenario!" (Agenda 21/Sustainable Development/Smart Growth/Commonistic Socialism REBORN!)

Yes, hedgetrimmer, the controversial Schwartzenegger Sierra-Nevada CONservancy alone covers over 1/5th of CA with another unneeded layer of land use government with a minority of it's board being actual elected members!!! It's a SIN against America's constitutional traditional founding fight against "Taxation Without (proper) Representation!"

I’d recommend you do a head count and find out which media outlets - radio, TV, print - are on your side. Then organize a meeting and plan a counter-offensive.

I’m sure there are hundreds of businesses fed up with the bureaucrat fascists who would be willing to buy ads. You need to get a foothold in friendly territory, then spread your influence outward.

Look around and find someone with a computer and layout skills. Get some writers on board. You’ll also need someone to call on businesses to buy ads.

Find a printer with a web press. For about $1,000 you can print up a magazine-size publication - 32 pages, 5,000 copies - to get the information out. Businesses buying ads will pay for production costs, writers and an advertising person, plus give you a small profit. For an extra $150 or so you can print up 10,000 copies.

Give away copies of the magazine to businesses and let them sell the magazines for $1 to public. If a business buys an ad for $75, give it 150 copies. That will pay for the ad plus give a small profit. This strategy will encourage businesses to buy ads.

The magazine can be used to explain what individual rights are, how the bureaucrats are robbing people of their birthright and investigative pieces can be done.

This will get your message out and start putting the fascists on the defensive, as they’ll need to justify their Marxist policies to readers and constituents.

I know that they are regulating natural resource users to death. Pretty soon, we will have to open the floodgates and allow development on our farms and ranches because they can no longer afford to comply.

Currently, the state wants to:
(1)shut down all suction dredge mining through AB 1032 and the hearing next week at the water quality control Board on mining impacts;
(2) add a whole bunch of new regulations to implement “recovery” measures for coho on the timber industry (and I thought “recovery” actions were voluntary;
(3) regulate agriculture through
(a)water quality total maximum daily load limits on sediment, nutrients and temperature,
(b) new riparian and wetlands controls,
(c) waste discharge regulations (WDRs,)
(d)Section 404 Clean water act permits (now they want to remove “naviagable waters of the US so the feds can control nonnavigable in-state streams)
(e) incidental take permits on salmon,
(f) 1603 permits from the Dept. of Fish and Game to divert water from a fish bearing stream
(g) new limits on development in a flood plain

It’s time to renew my commitment as a citizen to the founding values of my country. I have been working various venues for years— if the immigration bill defeat is an indication, then there is hope for this country yet.

These are the types of issues that need to be explained to California citizens, especially those in rural California through some kind of friendly media.

My search for land in California back in November convinced me that California landowners are in deep, deep trouble. The restrictions on building, even on 50 acre parcels composed of goathills and manzinata, were draconian.

I have no doubt, but I'd sure like to get our FRiends ahead of them too. Most here have little understanding of the magnetude of the problem, particularly how entrenched the socialists/antichrists are in all our institutions.

We often see the John Birch Society maligned here as 'tinfoil hatters' yet they barely scratched the surface of the problem.

Shrugging knowingly, you couldn't be more accurate. Expect their lies to become more bold. I think the GW fraud provides an excellent example of this. The Statists thought the tactics worked so well, that they tried to echo them, including attempts to silence dissent with the amnesty bill. They failed.

While the amnesty bill fight was raging, the GW onslaught became unusually quieted. Probably trying to wage simultaneous big lie campaigns was too much BS even for establishment media to float all at once.

Possibly the betrayal of Scooter Libby coincided too closely to the attempted betrayal of American citizens.

Lesson: The Left thinks the 21st Century means that Agenda21 cannot be opposed. They are and will overreach even more. How can you use political Jujitsu to defeat them?
