Those infant mortality rates are very much deceiving, and that is the whole idea.
If you take out pregnancies to mothers that are 15 years old and under, you get an infant mortality rate that is one of the best in the world.
Fifteen year olds are simply not meant to have babies. They are still babies themselves, their bodies are not developed enough to complete the job.
Most kids get healthcare already thru the states chips programs. Parents have to fill out all those pesky forms tho.
