Rich must pay bulk of climate change bill: Oxfam

Coping with the ravages of global warming will cost $50 billion a year, and the rich nations who caused most of the pollution must pay most of the bill, aid agency Oxfam said on Tuesday.

The call, barely 10 days before a crucial Group of Eight (G8) summit in Germany which has climate change at its core, is likely to make already tense negotiations even tougher.

The United States, which Oxfam says must foot 44 percent of the annual $50 billion bill, is rejecting attempts by German G8 presidency Germany to set stiff targets and timetables for cutting carbon gas emissions and raising energy efficiency.

"G8 countries face two obligations as they prepare for this year's summit in Germany -- to stop harming by cutting their emissions to keep global warming below two degrees Celsius and to start helping poor countries to cope," said Oxfam researcher Kate Raworth.

"Developing countries cannot and should not be expected to foot the bill for the impact of rich countries' emissions," she said, echoing the position of the developing world.

Scientists say average temperatures will rise by between 1.8 and 4.0 degrees Celsius this century due to carbon emissions from burning fossil fuels for power and transport, causing floods and famine and putting millions of lives at risk.

The United States is the world's biggest producer of carbon emissions -- although experts predict that boom economy China will probably overtake it within a year as it builds a coal-fired power station every four days to feed demand.

How about this:

A trade off:

We pay 44% of the bill and in return we no longer give out any of the 300-400 billion each year in foreign aid.

And by what magical formula did they use to conjure up that $50 Billion figure? Why must the RICH (i.e. America) have to pay 40% of it? And what will the money be used for?

Per unit value of productivity, the US is one of the lowest polluters. Impoverished third world hellholes might pollute half of what America pollutes, but they produce a thousandth as much net increase in wealth for that pollution. So they should pay 500 times more than America does (or whatever the ratio actually is).

Agreed. The Oxfam report is really nothing more than a call for a wealth transfer scheme - from the most productive and environmentally conscientious countries to the least productive and environmentally ignorant countries. It doesn't make sense at all.

They believe that deposits in numbered Swiss accounts will work even better than Algore buying his "carbon offsets" from his own carbon-offset company.

Global warming doesn't stand a chance against cold American dollars in their pockets.

Since, based on history, any benefits from global warming will greatly outweigh any disadvantages, shouldn't the rest of the world then pay US, if we're the major contributor?

I like turning arguments around like that too!

The 50 billion is only the camel nose under the tent. It will be used to set up an overpaid bureaucracy that will monitor, pay out, spend, waste ad infinitum, ad nauseum, all of the money that rolls in.

Who is Oxfam and what are they after? Are they an environmental or scientific organization? Well, no...

Oxfam America is committed to creating lasting solutions to global poverty, hunger, and social injustice.

"Social injustice" being defined as inequity in the distribution of wealth. In short, yet another tired old socialist wheeze acting under the thin veneer of environmentalism. The "rich" must pay even if it turns out to be, as it is, the "developing" nations that are the worst polluters.

All they want is a cool $22 billion. It's a little vague as to who gets to distribute the payola but I have a hunch there'll be, as there always is under socialism, a generous cut off the top for the administrators. Such as, well, Oxfam.

The global warming agenda isn't about the climate. It is about anti-capitalists trying to destroy the United States economy. Oxfam is a bunch of loser socialists that delight in the prospect of damaging the U.S. economy so the socialists don't look quite as bad.
