I have been receiving calls from 000-000-0000, when I pick up the phone, silence.
I immediately hang up, for I have had telemarketers call, see a FISH on the line, and then begin their sales pitch.
Can anyone offer any information who may be doing this?

You can program a PBX to display whatever Caller ID you want. The telemarketers use a phone system which automates the calls and integrates the sales software for whatever crap they are selling. If its a series of Zeros, its a telemarketer. Unfortunately, the only way to find out who they are and bust them is to pretend to buy something to the extent that you can get a name or address from them so you can report them to the FTC violating the do-not-call list.

The law is ignored and there are loopholes.
Something I have done is to answer a few. I ask why they do comply with the do not call list?
That seems to reduce the number of calls.
The automated calls should be outlawed, it is criminal that a company is allowed to have a computer dial peoples homes.
Agreed on all counts, but for me the bottom line is that in my case at least, it has worked remarkably well. I almost never get unwanted calls.
Oh, getting back to your original question, you may want to check into a service that Verizon offered called “Personal Secretary”. I’m sure every major local provider has something similar. It was $6 per month and would intercept unknown calls or calls that you blocked. It would give the originator the opportunity to state their name, the name would be delivered to you, and you could decide whether to accept the call or not.
I have used the service, but, as with others, I bought a wireless and almost everyone who needs to speak to me knows they can get through to me on the wireless. I haven’t yet dropped the land line, and I am considering it, though the storms a couple of weeks ago are making me reconsider. Again.

My cell phone is actually under my business name. And it is on the telemarketer do not call list. Since my business involves a lot of emergency technical support for refineries, pipelines, and utilities, I have another way of getting repeat offenders of the do not call list. They get dunned for one full day of services (at field service emergency call out rate). It is NOT cheap!

We’ve been on the *Do Not Call* registry for a long time now. We still get some who are exempt, usually police benevolent kind of stuff, which I don’t but anyway. Otherwise, it has helped tremendously. I don’t trust ANYONE who calls up looking for my money.
In short, a telemarketer or telemarketers spoofing the obviously phony number 000-0000 has been calling you. I also get calls from 111-1111.
I block those numbers, and all numbers I've identified as belonging to telemarketers, with Phonetray Free.
One option on Phonetray Free is to play the the SIT tone together with the message: "The number you have dialed has been disconnected or is no longer in service."
Pretty convincing, and it works to discourage most of them (but not all of them) from calling back.
It's a constant cat and mouse game with the b***ards, but I've gotten my telemarketing calls down to two or three a day, vs. 20 or 30 a day before I started using Phonetray.
Hate to say it, but if they have a foreign accent, they also get hung up on.

My callerID says “UNAVAILABLE” as opposed to “000-000-0000” but I’m tempted to add into my outgoing message that we screen and decline to answer unidentified calls.
We already have “Remove us from your call list” in the message, to no avail.
I never answer phone calls that I do not know. Also, a few years back, when my husband use to travel, I started getting phone calls with heavy breathing. I never knew who it was; but someone told me to blow a whistle into the phone. I did as loud as I could and never got another phone call like it. I will bet the person on the other end had a hard time hearing after that.
The current one, on our home Land-line, is a recorded message for a specific person, with our Last Name. It asks us to press a number or number string IF that person is unknown to us.

Could be valid. Some voice mail type features have an option called 'Locate Me' which allows you to designate several phone #s to call to try to forward a call instead of taking a message. If your relative has this feature turned on, he/she may be trying to get an important call instead of it going to voice mail.
As an example, say I'm expecting a call from that 'special' lady and don't want voice mail to take it when I'm not at my usual number. I can turn on the locate me feature for all calls or for only her # and program in 3 or 4 numbers where I know I'm going to be at various times today and have the voice mail system try & find me. When someone answers one of those #s, the programmed voice mail asks for me - if I answer and press the right key, the call is forwarded to the # at which I answered. If not, or a different key is pressed, then the program tries the next # on my list that I programmed into it.
