U.S. Seeks Closing of Visa Loophole for Britons

Omar Khyam, the ringleader of the thwarted London bomb plot who was sentenced to life imprisonment on Monday, showed the potential for disaffected young men to be lured as terrorists, a threat that British officials said they would have to contend with for a generation.

But the 25-year-old Mr. Khyam, a Briton of Pakistani descent, also personifies a larger and more immediate concern: as a British citizen, he could have entered the United States without a visa, like many of an estimated 800,000 other Britons of Pakistani origin.

American officials, citing the number of terror plots in Britain involving Britons with ties to Pakistan, expressed concern over the visa loophole. In recent months, the homeland security secretary, Michael Chertoff, has opened talks with the government here on how to curb the access of British citizens of Pakistani origin to the United States.

European officials want mosques profiled

VENICE, Italy -- Security officials from Europe's largest countries backed a plan Saturday to profile mosques on the continent and identify radical Islamic clerics who raise the threat of homegrown terrorism.

The project, to be finished by fall, will focus on the roles of imams, their training, their ability to speak in the local language and their sources of funding, EU Justice and Home Affairs Commissioner Franco Frattini told a news conference after a meeting on terrorism. Italian Interior Minister Guiliano Amato said Europe had extensive experience with the "misuse of mosques, which instead of being places of worship, are used for other ends."

He added, "This is bringing about a situation that involves all of our countries and involves the possibility of attacks and developing of networks that use one country to prepare an attack in another."

In reality, the news was not so much that Cheney had said this, since presumably this has long been the policy not only of the US government, but of all US candidates for president, regardless of party. The news was the possibility that he meant it, as emphasized by location - 240 kilometers off Iran’s coast - and the audience, the pilots and sailors whose job it might be to enforce such a policy.”

“NJ Quiet on Hospital Sites of Dangerous Infections”

ARTICLE SNIPPET: “TRENTON, N.J. — Eleven times last year a dangerous infection broke out in a New Jersey hospital, and while the state health department’s policy is to release to the public the names of pathogens and the counties where outbreak happened, it doesn’t release the names of the hospitals, according to a published report.

New Jersey is behind more than a dozen other states _ including neighboring New York, Pennsylvania and Connecticut, that have required hospitals to make infection rates public. That’s in response to alarm over infections, especially those resistant to antibiotics.”

ARTICLE SNIPPET: “”There was a presumption that these (infections) were an inevitable risk of surgery and hospitalization,’’ she said. “But there’s compelling evidence now that nearly all are preventable.’’

Much of the data New Jersey collects is not made public. However, a state system does rate hospitals based on lab reports of organisms resistant to antibiotics, but uses facility codes to hide the names in documents made public.

The system is also backlogged. The most recent report from 2003 uses data that was compiled in 2001.

Eddy Bresnitz, the state’s epidemiologist, said staffing limitations have created the backlog.”

Report: Libyan president suffers stroke

Libyan President Muammar Gaddafi was hospitalized on Sunday after suffering a stroke. Gaddafi’s condition was defined as serious, and he is currently in a coma, the Palestinian news agency Ma’an reported.

“Draft bill to grandfather long-term guest workers”

ARTICLE SNIPPET: “The draft CNMI immigration bill calls for federal control of the guest worker program, with a plan to issue “indefinite non-immigrant CNMI residents visa” to long-term nonresident workers. This visa can allow them to travel to the United States for work and study.

The outline of the draft immigration bill, a copy of which was obtained by the Saipan Tribune, provides the “grandfathering” of long-term guest employees who have been in the CNMI five years prior to the proposed law.

Under the provision, the Secretary of State “shall issue non-immigrant visas to aliens who have lawfully resided in the CNMI and have resided in the CNMI for at least five years prior to the date of enactment of this Act and who apply, during a one-time limited window, to be indefinite non-immigrant CNMI residents.”

This is the same status that citizens of the Freely Associated States enjoy in the U.S. under the Compacts of Free Association.”
