U.S. Embassy Islamabad issued the following Warden Message on May 8, 2007:
The Embassy would like to update Warden Notices numbers 06 and 07 (2007) regarding threats of suicide bombers. The U.S. Mission has received non-specific information regarding terrorist attacks, possibly suicide attacks, against U.S. persons and interests, as well as places frequented by Westerners. The threat includes the major cities in Pakistan, including Islamabad, Karachi, Lahore, and Peshawar. Americans are advised to take every precaution, avoid popular markets and restaurants, and vary routes and times.
The Embassy would like to remind the American citizen community of the need to stay alert, to be aware of your surroundings, to reduce travel to minimum acceptable levels, and to act self-defensively at all times. We remind American citizens that threats, protests and demonstrations may occur throughout Pakistan without prior notice or warning and to avoid all demonstrations and protests.

Members of a sophisticated international crime group are using counterfeit City of Ottawa cheques to launder money and steal from banks.
The Sun learned yesterday that the Ottawa police, RCMP and FBI are involved in the international fraud investigation.
City auditor general Alain Lalonde is expected today to address in his latest report measures the city should be taking to avoid fraud.
The Sun was told the group may be counterfeiting city cheques and cashing them at banks across Canada and the United States for amounts as high as $125,000.

SNIPPET: “May 8, 2007 - Six ethnic Albanians have been arrested in a plot to storm the Fort Dix installation in Burlington County.
Five of the suspects were arrested in Cherry Hill. They will be arraigned later today in federal court. Officials say it will happen in either in Camden or Newark.
Investigators say the suspects planned to use automatic weapons to storm the base and kill solders. The men were lured into a secret meeting to purchase AK-47s from an arms dealer, who was secretly cooperating with the FBI.
Officials say the suspects worked on a number of targets, including the Dover Air Force Base in Delaware, Fort Monmouth in Eatontown, and several Coast Guard stations.
Federal agents made the arrests when the suspects zeroed in on Fort Dix.
Officials say some of the suspects were caught on tape.”

Gates Urges Congress to Approve Defense Budget, Wartime Spending Request

WASHINGTON, May 9, 2007 Delays in getting an emergency supplemental war-funding bill approved are causing disruption within the Defense Department, particularly among programs at home, Defense Secretary Robert M. Gates said today.
The Army has slowed spending in numerous areas to free up money to fully fund wartime costs since President Bush vetoed war-spending legislation because it set a date for the return of combat forces from Iraq, Gates told the Senate Appropriations Committees defense subcommittee.
The bill included $93.4 billion to help fund U.S. forces in Iraq, Afghanistan and elsewhere in the global war on terror, but stipulated that U.S. combat troops be out of Iraq by Aug. 31, 2008. It also included costs unrelated to the war.
Bush vetoed the bill because he rejects establishing a deadline for troop withdrawals, insisting that such decisions must be based on conditions in the war zone.
Gates told Congress today that delays in getting a spending bill approved are having a growing impact here at home.
The Army is already trying to cope with this, he said. Spending in various programs has slowed or stopped altogether, he said. Defense contracts are being withheld; hiring of civilian employees has slowed; and bases have begun resorting to month-to-month service contracts for services and supplies.
Gates noted several stopgap measures taken to close the funding gap: The Senate committee approved a $1.6 billion reprogramming from the Air Force and Navy to the Army yesterday, he said, and the Defense Department expects to make another reprogramming request within the next several days.
That kind of a reprogramming will extend us about a week, Gates said.
Ultimately, this type of effort will stretch the Defense Departments capabilities only so far, he said.
If we pulled out all the stops (and) used everything possible available to us, we could probably fund the war into July, Gates said. But I would tell you, the impact on the Department of Defense in terms of disruption and cancelled contracts and programs would be huge if we had to do that.
Gates told committee members the costs of defending the country are high, but not as high as the cost of not doing so. The only thing costlier, ultimately, would be to fail to commit the resources necessary to defend our homeland interests around the world and to fail to prepare for the inevitable threats of the future, he said.
He urged committee members to move quickly to approve the fiscal 2008 defense budget request, which includes the base budget requests as well as wartime operating costs.
Gates said the budget requests would accomplish several important objectives. Approving them would allow:
— Modernizing and recapitalizing key capabilities, to include funding increases for the next generation of ships, strike aircraft and ground combat systems;
— Sustaining the all-volunteer military by reducing stress on the force and improving the quality of life for troops and their families;
— Improving readiness through additional training and maintenance, and by resetting forces following their overseas deployment;
— Building capabilities of partner nations to combat extremists within their own borders by using new train-and-equip authorities to ultimately reduce the potential demand for U.S. troops; and
— Funding U.S. military operations for fiscal 2008 in Iraq, Afghanistan and elsewhere in the ongoing campaign against violence jihadist networks around the world.
Gates acknowledged the combined price tag of these efforts — more than $700 billion — gives new meaning to sticker shock. But funding these operations is critical, he said, in light of current threats and those the country will face in the future.

CHILPANCINGO, MexicoGunmen disguised as federal agents shot dead the head of police in a state capital near Mexico’s Acapulco beach resort on Wednesday, the third killing of a senior cop in five days.
Presumed drug gang members in black fatigues shot police chief Artemio Mejia in the back in the dusty town of Chilpancingo after he got out of his pickup truck to question them, town spokesman Reemberto Valdez said.
President Felipe Calderon has sent thousands of troops and federal police to tackle drug cartels across Mexico, but the increased firepower has failed to contain the violence, including a recent wave of attacks on senior officers.
Bodyguards traveling in Mejia’s pickup truck returned fire, killing one gunman and wounding another, who was put under heavy guard in a nearby hospital.
Other attackers escaped in a large sports utility vehicle, exchanging gunfire with police as they sped away.
On Saturday, presumed drug hitmen shot dead a police chief in the southern Mexican state of Chiapas as he traveled in his truck. On Tuesday, gunmen killed the head of an anti-kidnapping unit in the northern city of Monterrey.
Chilpancingo, about an hour’s drive from Acapulco, is the capital of the state of Guerrero, much of which consists of remote and lawless mountains dominated by drug growers and smugglers.
Narcotics gangs in Mexico occasionally assassinate senior local cops and it is often unclear whether they have been targeted because of involvement with organized criminals or in retribution for trying to catch them.
In the town of Apatzingan in Michoacan state, where soldiers firing grenades and machine guns battled gunmen earlier this week, troops in camouflage swept through a ramshackle neighborhood on Wednesday, searching house-to-house for gang members.
Outside the beach resort of Huatulco in the southern state of Oaxaca, soldiers killed one gunman after a group traveling in sports utility vehicles opened fire on their highway checkpoint, newspapers reported.
Drug-related deaths in Mexico number nearly 800 so far this year. Narcotics-related violence left 2,000 people dead in 2006.

Two Insurgents Killed, 34 Nabbed in Iraq

WASHINGTON, May 9, 2007 Coalition forces killed two insurgents, detained 34 others and destroyed improvised explosive devices in Iraq over the past three days.
Coalition forces southeast of Taji yesterday morning detained four suspected terrorists with alleged ties to a senior al Qaeda in Iraq leader. The leader is an explosives expert who was promoted recently after coalition forces arrested several network members, military officials said.
During an operation north of Karmah yesterday, coalition forces nabbed four individuals for their alleged involvement with the al Qaeda in Iraq command network.
In related operations near Baghdad and Ramadi yesterday, coalition forces detained seven other suspects with alleged ties to the same network.
Elsewhere, coalition forces in Mosul yesterday detained three individuals for suspected ties to al Qaeda senior leader in the area.
“We’re continuing to build on our successes to disrupt the al Qaeda in Iraq network and stop their merciless and murderous attacks against the Iraqi people,” said Army Lt. Col. Christopher Garver, a Multinational Force Iraq spokesman.
Coalition forces near Mandali yesterday observed insurgents operating an illegal checkpoint and attempting to emplace a roadside bomb. Attack helicopters soon arrived, engaging and killing two insurgents. Five others were killed, including two children, and three additional Iraqis were wounded, local residents told members of a coalition ground patrol.
Residents identified the bodies of Abd al-Qader Dadoush and Wadeh Kalifa Doudoush, two high-level improvised-explosive-device manufacturers and emplacers.
Contrary to some media reports, forces did not fire at a school, U.S. officials said. Task Force Lightning soldiers are investigating the cause of civilian casualties.
In southern Baghdad yesterday, paratroopers from the 1st Squadron, 40th Cavalry Regiment, 4th Brigade Combat Team, 25th Infantry Division, arrested two men for allegedly planting improvised explosive devices. The suspects tested positive for exposure to explosive material and are being held for further questioning.
Paratroopers from the 4th Brigade Combat Team, 25th Infantry Division also discovered and destroyed 12 improvised explosive devices in Kalsu yesterday. Explosive ordnance disposal teams destroyed some devices on site, and investigated others prior to their destruction.
Working on intelligence collected in prior operations, coalition forces raided a Baghdad chemical car-bomb network yesterday, detaining one suspected terrorist for his alleged involvement in the cell, military officials said.
In a raid southwest of Tal Afar on May 7, coalition forces detained seven suspects with alleged ties to a network that facilitates foreign fighter movement into Iraq. The same day, coalition forces northeast of Karmah nabbed five suspected terrorists in raids targeting individuals suspected of coordinating anti-aircraft attacks against coalition forces.
These targets were the result of the continued success we’re having in operations against terrorist networks, Garver said. Each time we execute operations like these, it leads into another target, another operation, another success and, ultimately, to diminishing al Qaeda’s ability to attack innocent Iraqis.
Iraqi special operations forces captured an alleged Jaysh al-Madhi militia leader in Diyala province May 7. The operation was aimed at disrupting Iranian intelligence operations and other activities in the province, military officials said. During the operation, Iraqi forces seized a sizable amount of Iraqi currency. No Iraqi or coalition forces were injured during these operations.
