I am writing a law school paper n in which I need to create a new law that I think should be passed. I then need to backup the law with public policy as to why it should be passed. I am struggle to come up with a good law that will foster good public policy that has not already been passed in some form or another. The law can be for any governmental body.
Does anyone have any great ideas or at least an area I can start looking
Sure. We need a law requiring that two laws be repealed for every new law passed.

They ARE tax exempt while in the designated combat zone.
I have a similar suggestion to the first one you got. How about a sunset law. Such a law would require congress to pass any again every five years or pick your number of years. This would have several good effects:
1. It would keep legislators BUSY. They could do less harm if they were not such idle hands. That is if they had to work to pass important laws.
2. It would cause us not to have old bad laws on the books for some DA to pull out to punish someone they did not like.
3. It would cause the laws to reflect current views more.
4. And heck a thoughtful legislature if that is not an oxymoron MIGHT improve laws as they are renewed.

I think it should be illegal to admit functionally illiterate people into law school.
OK, make it illegal for a law student to try and get someone to do their home work for them.

Exactly! I suggest you find a recently passed law, such as an enhancement to some penal code violation, e.g., hate crime, and argue its repeal. In the alternative, you then should argue a stiffer penalty for violation of the base crime prohibition, e.g. battery shall carry a minimum penalty of 20 lashes...

I think that all pay for members in a combat zone is already exempt.
I would go one farther the pay for all active duty personal should be tax exempt, war zone or not.

Try this one on;
Upon assuming office all assets are striped from the politician (including assets signed over to another party within the last three years.
They are given a small salary while in office for a strict term limit.
At the end of their term their original assets are returned plus or minus how their jurisdiction prospered.
How about something nice and simple like convicted felons are no longer eligible for Congressional pensions?
