Try this one on;

Upon assuming office all assets are striped from the politician (including assets signed over to another party within the last three years.

They are given a small salary while in office for a strict term limit.

At the end of their term their original assets are returned plus or minus how their jurisdiction prospered.

Interesting idea. I certainly do not like your last line:

This suggest that Robert Bryd the king of pork is the best legislator out there. Sorry I cannot buy that. I guess I could buy rewarding them based on how the country does.

Other than that providing them public housing in DC with their small salary would be interesting. That would keep all these rich Dims from running and holding office forever.

That is an invitation to pork.
How about this....

The day you are elected to office is the day we start to tabulate the amount of time you will serve in a federal prison when your term is up. If you serve as a senator for six years figure 6 in the pen. ..... UNLESS.... at the time of your retirement or defeat from office, the people will use the voting ballot determine if you should serve that sentence and if so how much. Or in the case of a good Senator you would not spend any time in jail.

The effect? Less incumbent candidates, less corruption, and fewer attention starved people running for office without any skill to govern. People would have to think long and hard if the perks of office would be worth it if they knew they had to spend the same amount of time in jail that they served.

THAT would be accountability.
