The VAFB Shuttle facility was converted to an unmanned launch facility. For polar orbiting stuff, we launch out of VAFB. You can lanch to the south over water. For equatorial stuff we use Florida. Again launching over water.
Does the building in question have outside windows?

OK,all. My daughter-in-law & granddaughter are there at NASA right now. They were touring the Space Center on a field trip with their Charter School. They were on lockdown but have been allowed to get on the bus. They are now on their way out.
We are breathing huge sighs of relief here!!!
I hope and pray with all my heart this is resolved without bloodshed.

I noticed Bo Deedle (sp) on FoxNews. (I have it muted.)
Yesterday he was ranting that VT (all 2600 acres) should have gone on lockdown at the first incident Monday.
I wonder whether he is ranting that Houston should go on lock down, or at least the JSC campus? News reporter said that the overall JSC campus (1600 acres) is NOT on lockdown.
Oh, I see - they’re trying to be “vague” about where the SWAT officers are in the building right now, because of the possibility of TVs inside.
There is a “safe side” of the building, where the cops outside don’t look too worried hanging out there.
Even tho all the JSC employees have been told to go home now, the building where they are running the mission for the ISS guys coming back to Russia tomorrow *is* on lockdown. And there are several backups for that, if something were to happen there.
(They’re acting like it’s not Mission Control, for some reason - but I don’t know what else it would be.)

Has Texas surrendered its rights to the Johnson Space Center? Otherwise the mere fact that the Feds own it does not make it a Federal enclave. Because Texas was a sovereign nation before joining the union, the Federal Government never "owned" Texas land.
I know of Military Bases where the State of Texas has surrendered its sovereign authority, so a DWI there can be a Federal crime. I wouldn't be surprised if the Feds demanded such a surrender in exchange for the billions they have spent at Johnson Space Center.
