It’s not a matter of Virginia, it’s the same Federal law everywhere. Permanent Resident Aliens may purchase arms. In some states, they can also get concealed carry permits. Foreign nationals with other types of visas can’t purchase firearms.

Police say the person of interest is a male who knew the female who was killed in the original double homicide at the West Ambler Johnston Hall dormitory. Flinchum also said he is not a student and that he knew the female who was killed in the original double homicide.

No, you can’t buy a firearm with only a student visa. A “green card” is an ID indicating that the bearer was admitted as a lawful permanent resident who may remain here forever and eventually become a citizen.
