ICE deports former Salvadoran army lieutenant linked to massacre of priests
LOS ANGELES - U.S. Immigration and Customs Enforcement (ICE) announced today that a former Salvadoran army lieutenant convicted of participating in the Salvadoran military’s 1989 massacre of six Jesuit priests has been removed from the United States.
Gonzalo Guevara-Cerritos, 43, was returned to El Salvador yesterday on board a flight operated by the Justice Prisoner and Alien Transportation System. Guevara was arrested by ICE at a motel near the UCLA campus in October 2006 after the agency received a tip about his possible whereabouts. Guevara illegally entered the United States in January 2005.
Public records describe Guevara’s involvement in carrying out the murders of the six priests at the University of Central America in San Salvador, as well as the murders of the priests’ housekeeper and her teenage daughter. Guevara was ultimately convicted of conspiring to commit acts of terrorism by the Salvadoran courts and placed under house arrest for almost two years. He was pardoned by the Salvadoran government as part of the General Amnesty Law of l993.
The murders occurred during the final stages of the armed conflict that raged in El Salvador during the 1980s and early 1990s. During the conflict, the Catholic Church was a prominent voice in calling for a peaceful settlement, prompting a wave of attacks by the military aimed at Jesuit priests.
“We will not allow the United States to be a place of refuge for aliens seeking to escape a violent criminal past,” said Jim Hayes, ICE field office director in Los Angeles. “Removing human rights violators and other persecutors from the United States is one of ICE’s top enforcement priorities.”
To achieve this goal, ICE created the Human Rights Violators and Public Safety Unit (HRVPSU) as well as the Human Rights Law Division (HRLD). The HRVPSU has the specific mandate to deny safe haven to human rights violators by bringing to bear a full range of investigative techniques and legal authorities to locate, investigate, and remove these individuals from the United States. The HRLD was created to provide legal and litigation support to the effort to prosecute and to remove human rights violators.
ICE encourages the public to come forward with any information they may have regarding human rights abusers residing in the United States. Nationwide, anonymous tips may be reported at 1-866-DHS-2ICE.

A delivery driver was emptying the bin when six Powerade bottles taped together and filled with gunpowder and nails rolled out, a Richmond County sheriff's report said.
The Richmond County Bomb Squad was called and crime scene techicians are searching for any other evidence, Maj. Ken Autry said this morning. "The crime scene guys are working it now and they will contact the ATF to see what they can offer," Maj. Autry said.
The bottles had what appeared to be a rag soaked in gasoline as a fuse but Maj. Autry said they were not yet sure whether it was lit before the bottles were put in the drop off box. The delivery driver told police that the box was last emptied on Friday.

Bombs at Bangladesh railway stations

DHAKA - Small bombs exploded at three railway stations in Bangladesh on Tuesday, including one in the capital Dhaka, but there were no reports of casualties, police said.
Railway officials said leaflets possibly linked to the bombings were found at two stations. One of them called for a break in relations with a minority group of Muslims frequently targeted by Islamic extremists.

JEDDAH Saudi Arabia yesterday issued new regulations curbing the sale of industrial and agricultural chemicals that can be used to make explosives. The move comes days after the arrest of 172 terror suspects planning to carry out attacks on oil facilities, military bases and public figures.

THE HAGUE Freedom Party PVV faction leader Geert Wilders is arguing that all Islamic schools in the Netherlands should be shut down immediately. He says this measure is necessary in order to "protect children against the spread of Islamic doctrine."
Wilders writes this in a column that appeared today on the website Nieuwnieuws.nl. "Islam is rapidly pushing our Western civilisation close to the edge of the abyss. We have too much Islam in the Netherlands. Islam is more a violent political ideology than a religion," the MP writes. He admits that he has taken a strong position in the debate on Islam. That is necessary, he says, because it is "the eleventh hour."

A Palestinian immigrant avoided prison time Tuesday for failing to tell the FBI about his brother’s written vow to become a suicide bomber in Israel.
Mohammad Subeh, a 43-year-old grocery store owner who pleaded guilty to a felony count of concealing a material fact from the FBI, was placed on probation for a year and fined $250. After being arrested en route to Israel, in Jordan, Subeh’s brother never did in fact go through with the attack. (AP)

Forty-three-year-old grocery store owner Mohammad Subeh (soo-BAYE’) pleaded guilty to a felony count of concealing a material fact from the F-B-I. He was placed on probation for a year and fined 250-dollars.
The naturalized citizen and father of five admitted deceiving federal agents at Rochester’s airport in 2003. He denied seeing a farewell letter in which his brother indicated he was traveling home to the West Bank to join the Al Aqsa ( ahl AHK’-sah) Martyrs’ Brigade. The militant group has claimed credit for suicide bombings in Israel.
Subeh faced a maximum sentence of six months in prison under a plea deal reached in January,
His 21-year-old brother, Ismail Dorgham, lived in Rochester for a year before abruptly quitting his job at the store and flying back to the Middle East.

Riyadh, Asharq Al-Awsat- The latest announcement by the Saudi Interior Ministry about the massive terrorist organization, consisting of 7 cells and 172 members, has not come as a complete surprise for the observers. This is despite the fact that the numbers are large, and the cells are extensive.
This discovery comes after a series of Al-Qaeda activities, which have not stopped for more than half a year. In December 2006, the Saudi security authorities announced the arrest of 136 people in simultaneous preemptive operations in a number of regions, and the capture of weapons, money in various currencies, documents, communication equipment, computers, and electronic media tools containing Al-Qaeda ideology materials. This December statement included that the transformation in Al-Qaeda operations started to focus on bringing in funds by any means, including illegal ones.
The Interior Ministry statement said that that cell "was about to act after they issued a fatwa allowing them to kidnap innocent people, bargaining over them, killing them, and stealing from merchants and banks." The statement also revealed the existence of foreign channels providing training, financing, and covering up for the Al- Qaeda members. The statement specified 16 members, two of whom were residents of Saudi Arabia and the others were Saudi nationals who adopted "misguided ideology," which is the Saudi official expression referring to Al-Qaeda ideology. The members were arrested in a number of regions, including Mecca, Riyadh, Jazan, and Al-Jawf; the members were in contact with agents abroad who trained and rehabilitated the individuals and secured their return to work at home. The statement also revealed that Al-Qaeda established Shariaa and media committees to secure the resurrection of the organization. This is the same method that was used by the "Al-Qaeda Organization in the Arabian Peninsula" during the peak period of its activities in Saudi Arabia from mid 2003 until the end of 2005; activists from Al-Qaeda used to handle the media work, and other activists handled the "Shariaa" missions, as it was clear from the Sawt al-Jihad magazine, the mouthpiece of the organization.
This also was deduced later from the duties of important members of the organization, such as Hamad al-Humaydi, Abdullah al-Rashud, and Faris Al Shuwayl who were handling the Shariaa and fatwa aspect. The Interior Ministry's statement of last December revealed that the members arrested, who were a mixture of Saudis and residents, were in touch with foreign sides. These members, according to the statement, were trying to "recruit individuals, and send them to the places of sedition to train and prepare for criminal actions." Here, it is clear that the reference was primarily to the Iraqi arena, and to some extent to the Somali one. Within this context, the statement issued the day before yesterday considers capturing this "seven-cell" organization an extension of the series of preemptive and abortive strikes addressed to Al-Qaeda. What attracts attention in this latest statement is the fact that there are some new features, apart from the large number and the extensive cells. These features include: dividing the duties of the cells into recruitment; military work, which was again divided into assassinating public figures and striking at oil installations; and "advanced" finance by using camouflage methods to confuse the surveillance authorities through using false finance channels.
As Dr Abdul Rahman al-Hadlaq, member of the Saudi advising committee, pointed out to Asharq al-Awsat in his statements, which were published yesterday: The camouflage methods to which they resorted in the financial field consisted of using fictitious companies, whose proprietors stopped operating for some time, including a company that used to collect donations for the benefit of Saudi Al-Qaeda, which was owned by a businessman known to the shareholders, and known to the authorities for his financial speculations.
What also attracts attention in the latest statement is the reference to two foreign axes, to which Saudi Al-Qaeda used to extent its wings. The statement referred to the first axis by saying: "Some of these (Al-Qaeda members) had been linked to foreign elements that worked to set up camps abroad to train recruits on subversive operations and the use of weapons and explosives and then send them to carry out terrorist operations in the Kingdom." As for the second axis, the statement referred to it by saying: "They also sent and financed those misled to training camps abroad so as to participate in regional conflicts and subsequently facilitated their return to the kingdom to carry out their criminal designs.
Asharq al-Awsat has been led to believe that the country referred to as the one in which there are training and preparing camps, and from which those people who are ready return to Saudi Arabia is Yemen. This is because of the smuggling and infiltration movement across the borders, the spread of weapons and the culture of weapons, the weak control of the central authorities, the existence of pockets of sympathy with Al-Qaeda, and the existence of other precedents in which some members of Saudi Al-Qaeda infiltrated through the Yemeni borders, including Saud Bin-Hamud al-Muqati al-Utaybi, who was killed in a famous confrontation with the security forces in Al-Rass in Al-Qasim in central Saudi Arabia (April 2005).Asharq al-Awsat has also been given to understand that the country referred to as the one in which there are regional conflicts, to which the Al-Qaeda members go, and in which Al-Qaeda members have support and finance through this network is Iraq. Therefore, the north and northeast of the country, i.e. Iraq, and the south of the country, i.e. Yemen, become two sources whose particular circumstances Al-Qaeda tries to exploit in order to consolidate and resurrect its work, particularly as there is intensive propaganda to join the Iraqi war.
One of the new features in this statement is the reference to the existence of an actual commander to whom allegiance was pledged by one of the cells comprising of 61 members. The allegiance was pledged next to the Kaaba. This is very indicative and is reminiscent of an incident, which is similar to some extent, in the history of religious terrorism in Saudi Arabia. In 1979, the followers of Juhayman al-Utaybi pledged allegiance to the so-called Mahdi, Muhammad al-Qahtani, at the Kaaba between the Yemeni Corner and the Black Stone because they thought that this, according to the texts, would be the way to pledge allegiance to the expected Mahdi. So far, no one knows whether the 61 members of the cell pledged this allegiance to the new commander as the Mahdi, or the pledge was made at the Kaaba in order to bestow a sacred and confirming character upon it.
Also it is not known whether this commander was the leader of all cells or of this cell alone. One of the new features in the statement is the reference to the development of the Al-Qaeda action, and the exploitation of all possible loopholes. The development of the Al-Qaeda action is through sending some elements to learn flying, and then carry out suicide attacks using aircraft similar to the 11 September attacks.
The statement also pointed out that the members who intended to assassinate public figures, intended to do so through suicide attacks, in addition to murder; this was indicated by the photograph of the pistols camouflaged as pens. As for the reference to the intention of the cells to target the oil complexes, there is nothing new about this other than confirming that the al-Qaeda targeted the Buqayq oil complexes (February 2006) and Yanbu industrial complexes (May 2004).What remains is the reference to the intention of some members to carry out attacks against some criminal investigations prisons in order to secure the release of the Al-Qaeda prisoners. It is known that the prison that enjoys bad publicity by Al-Qaeda is Al-Ruways prison in Jeddah. Ali al-Ma'badi, one of the culprits of the attacks on the Al-Muhayya residential complex in Riyadh (December 2003), mentioned this prison in his talk recorded on the famous "Wedding" tape. Despite the magnitude of the information that makes us feel that the Al-Qaeda danger is continuing, the latest statement by the Interior Ministry is no more than an extension - a "qualitative" one - of the abortive war waged by the Saudi authorities on Al-Qaeda. According to a Saudi security source speaking to Asharq al-Awsat, there is no official feeling that the war against Al-Qaeda has ended, or even that it is about to end; the issue requires another war in the ideological field.
ISTANBUL - A political crisis rooted in fears of the growing influence of political Islam intensified Tuesday as Turkey's highest court annulled a parliamentary vote that could have led to a new president with Islamic leanings. The ruling by the Constitutional Court, voiding a vote that was shunned by secular lawmakers, led to calls for moving up the date of a general election originally planned for November. Man Fights Mosque Opening Lawsuit Claims Leader Associated With Terrorist Groups (Florida)

MIAMI -- A man fighting the opening of a mosque in his suburban neighborhood filed a lawsuit Tuesday to try and halt construction, a move derided by Arab leaders as anti-Muslim.
Rodney Wright claimed the relocation of the Islamic Center of South Florida to a new, larger building in his Pompano Beach neighborhood "presents a substantial harm to the well-being, safety and health" of the community. Wright identified himself as a Christian.

Germany: United Muslims Demand More Privileges

On April 11 this year, Der Spiegel and DPA/Expatica reported that four of the largest Muslim bodies in Germany had amalgamated to form an umbrella group. This new coalition is called the Coordination Council of Muslims in Germany (KRM).
It comprises the Turkish-Islamic Union for Relgious Affairs (DITIB), the Islamic Council (IR), the Central Council of Muslims (ZMD) and the Association of Islamic Culture Centers (VIKZ). By amalgamating, the member groups hope that they can have more influence on policies in Germany. The four groups will still exist outside of the KRM, stated Rafet Ozturk of DITIB. Ayyub Axel Koehler, president of the IR said: "As far as I am concerned, this is a dream come true."
The spokesman for DITIB, one of the component groups, announced then in Cologne that KRM will open offices in every German state. He invited individual mosques and Muslim associations to join KRM. This pressure group was not supported by secular Muslims. One politician, Lale Akgun, a member of parliament and the Social Democratic Party's liaison person with Islam, said: "I wouldn't be able to sleep at night if these four organizations were granted the power to define what Islam is in Germany. They jointly represent a very conservative Islam. There is no room among them for liberal views."

Letter Threatens to 'Terminate' Detroit-Area Muslims

SOUTHFIELD, Mich. -- The Michigan chapter of the Council on American-Islamic Relations (CAIR-MI) today said it received a letter threatening Muslims in the Detroit area.
The letter, which contained violent pro- Israel and Islamophobic rhetoric and imagery, stated in part: "Our goal is to terminate all Muslums (sic) in the greater Detroit area...and we will kill you first!" CAIR-MI Executive Director Dawud Walid reported the threat to the FBI and is urging local mosques and Islamic institutions to review security procedures using advice contained in CAIR's "Muslim Community Safety Kit."
"It is important that law enforcement officials, elected representatives and community leaders take these kinds of threats seriously and act accordingly," said Walid. He also encouraged Islamic non-profit groups to apply for recently-announced DHS grants to receive training and to purchase equipment such as video cameras, alarm systems and other security enhancements. The U.S. Department of Homeland Security (DHS) announced today that nonprofit organizations in the 46 designated UASI areas are eligible to apply for funds as part of the fiscal year (FY) 2007 Urban Areas Security Initiative (UASI) Nonprofit Security Grant Program (NSGP). This grant program will provide more than $24 million to eligible 501(c)(3) organizations who are deemed high-risk for a potential international terrorist attack.
Grants will be awarded to nonprofit organizations through their eligible State Administrative Agency (SAA) according to criteria that includes:
Prior identified and substantiated threats or attacks toward the nonprofit or closely-related organization, either within or outside the U.S., by a terrorist organization; Symbolic value of a site as a highly recognized national or historical institution that renders it a possible terrorist target; Organization's role in responding to or recovering from terrorist attacks; and Organization's credible threat or vulnerability, as well as the potential consequences of an attack, as determined by a previously conducted risk assessment.
The federal grant funds must be used for target-hardening activities, which can be accomplished through training or the purchase or installation of security equipment on real property owned or leased by the nonprofit organization. Allowable equipment is limited to physical security enhancements (e.g. alarm systems, bulletproof doors or windows) or inspection and screening systems (e.g. walk-through magnetometers and conveyor-belt x-ray systems used to screen personnel and packages for hazardous materials or devices).
