I think Fred is someone a lot of Republicans can get excited over and they will come out to vote for him.
I also think he will attract a lot of moderate voters. The voters that sometimes vote (R) and sometimes vote (D).

Another downside is his lack of executive experience. His 9-year Senate record and experience in serving on government committees more than make up for this.
Besides, Bush was technically a one-term Governor of Texas before becoming President (He declared his candidacy in early 1999). And being Texas' Governor has no real power.

Executive experience, in Jimmy Carter's case, is highly overrated. But Truman made the critical decision to drop the bomb and end WWII without thaving the benefit of prior executive experience. JFK, with no executive experience, still managed to handle the Cuban Missle Crisis without starting WWIII.
