I think it does. Look at the orange signs, and how they reappear. I know teenagers who could do this with Photoshop. Copy and paste the element into a file several times.

Look at the two orange signs on the left about one-third into the photo. The edge of the rear sign is visible through the sign in front of it.

I go with the "angle," not doctoring per se. When don't have that many folk you shoot close to street level to make it look big. When you have a gazillion folk, you shoot from above.

Shot from a low angle with a very long telephoto lens. That technique compresses the depth of field and "stacks up" crowds. You can tell that this is what's going on from close examination of the first few rows. They look about 10 feet apart. But once you get past them, only a "sea of signs" is visible. 1,000 people perhaps? You can almost count the signs - perhaps much fewer are there. I'd presume that each one has a sign.

If the crowd was larger, a higher angle would have been used for the shot.

Looks like hundreds of "little people", holding identical yellow signs. You can't see the people, just the signs.
