I will say publicly what many people are whispering privately in barbershops, soul food restaurants, and church parking lots in South Los Angeles. If relations don't improve between African Americans and Latinos in Southern California, we are headed for a major racial conflict. And the notion that Latinos are killing blacks to "ethnically cleanse" their neighborhoods is extremely troubling.

What is SSI? I'm not familiar with that term. Are you talking about welfare? Welfare is paid out of general federal and state tax revenues, as far as I know.

I can't address all areas of the country, but yes it is a bad situation in California. I do believe the 'attitude' of various 'migrant' classes varies from area to area. In California, they want everyone but them gone! It really is no less than ethnic cleansing and racism at it's worst.
There was a great program on CNN this week about just this.
A city is divided by a street, and the blacks know if they cross that street they are dead.
As the answer can be found in politics it seems to me that the new, favored minority are the Latinos. The democrats must always have one group that they say whose cause they are championing and as the Latino population grows larger than the black, guess who will be sent to the back of the democrat bus!
If one goes back to the 1978 Supreme Court case involving Allan Bakke and the University of California at Davis Medical School, it's interesting to follow the career of Patrick Chavis, the black student who was admitted to medical school based on affirmative action.
In 1997, the Medical Board of California suspended his license to practice medicine based on his inability to perform some of the most basic duties required of a physician.
He was not only guilty of egregious medical incompetence but the Los Angeles district attorney made him the subject of a criminal investigation because of the death of a patient as a result of his criminal negligence. I won't describe all the gruesome details but it reads like something from Dr. Mengele's career.
Right - last week Lou Dobbs had a segment of his program which reminded us that the population necessary to create new congressional districts is based solely on the number of people counted, and NOT the number who are citizens. We can see where that's going to take us.
I remember seeing that Dobbs' program. Hearing about these "kids" who've had some "tough luck" should alone disqualify Gonzales. Whether he's lying or just plain stupid (probably both) - it's frightening that such a person should head federal law enforcement.
Supplemental Security Income is administered by Social Security. Some lawyers and activists make a living getting alcoholics, drug users, mentally disabled (not nuts just weird), and so on into this program. In one breath the government says it comes out of general revenue, not the Social Security Trust. In the next breath the Congressional Budget Office tells you the Trust is simply an accounting gimmick. Everything goes through the general treasury.

Social Security is a Tax on the middle class making them contribute most of their income to the public treasury.

When you add SS to other taxes paid, you will find the middle class provides the majority of taxes, not the top several percent claimed by Rush Limbaugh.
What I get out of this is that two classes of people are sucking the blood out of the middleclass -- the idle poor and the super rich looking to out do each other.

My point is that you Californicators are making the same comments about being "run out" that whites have made in the NE and upper midwest about blacks.
Besides, Underclass blacks and underclass Latinos killing eachother isn't a big deal. Have you ever heard the expression "culling the herd?"

One of Los Angeles' dirty little secrets is the rising tension between Blacks & Mexicans which is a situation that is being swept under the rug by the media, politicians, law enforcement and researchers, but for about 12 years, this has been a growing concern for residents in South LA, the South Bay area and the Westside. This conflict has manifested itself on several levels from the prisons, to high schools, among the gangs and subtly in local politics. The local print & broadcast media has nearly ignored this story completely, with the exception of FOX 11 News who produced a few stories on several murders in Compton between Black and Hispanic gang members back in 2001, but as I see it, each year in Los Angeles, the conflict between Blacks and Browns although small, is growing and the murders are slowly climbing.
From the 1940s through the early 1990s in Los Angeles, Hispanic & Black gangs rarely engaged in conflict, exhibiting more solidarity between the two groups. But something changed in the early 1990s, and conflict between Blacks and Hispanics were increasing. There has been much speculation on the root causes to the conflict, ranging from expanding drug markets, gang turf conflict, demographic and population shifts, and the California Prison influence.

Forty years ago, I lived in a big-city neighborhood, mainly Italian/German ethnicity. Somebody was seen walking through looking like he didn't "belong", especially if he looked like he was casing the neighborhood for burglary, he was made to feel "unwelcome" by the local teens. Beaten up if he didn't provide a satisfactory explanation for himself
Later on, the custom declined. So did the neighborhood
