China says aircraft carrier possible by 2010: paper

China could build its first aircraft carrier by 2010 if current research and development proceeds smoothly, a Hong Kong newspaper quoted a Chinese general as saying on Wednesday.

The Beijing-funded Wen Wei Po newspaper identified the source as a "zhong jiang," meaning lieutenant general or vice admiral, depending on the service, and a member of the military delegation at a parliament session in Beijing. It did not give further details.

Experts say China's military has been researching carriers for years as a way to protect its interests offshore, but there has been no formal admission of a program to build one.

Earlier this week, China announced a 17.8 percent rise in its official defense budget for 2007, to 350.92 billion yuan ($45.32 billion), continuing a trend of double-digit growth. Foreign experts say the real amount may be three or more times that.

China has been modernizing its military with an emphasis on naval and air power to strengthen its hand with regard to Taiwan and too also better protect its economic interests such as shipping lanes in the South China Sea.

Beijing says its military is only for defense, but the rapid upgrade of its capabilities in recent years has worried some in the region.

Ties between China and Taiwan have become increasingly strained recently as Taiwan President Chen Shui-bian raised Beijing's ire with pro-independence comments.

On Monday, Taiwan's defense ministry said Beijing's increasing defense spending threatened regional peace and upset the military balance in favor of China.

Last month, a Japanese legislator warned that Japan could become a Chinese province "if something goes wrong in Taiwan in the next 15 years."

The military buildup has been a source of friction with the United States, which is obliged under the Taiwan Relations Act to help Taiwan defend itself.

China's President Hu Jintao in December urged the building of a powerful Chinese navy that was prepared "at any time" for military struggle.

Well, they can build all the carriers they want, but without any longstanding tradition of carrier/battlegroup operations, my guess is that their new CV(s) will be eventually become coral fodder.

That's the sort of complacency that leads to military disasters. History books are full of such lessons.

One shouldn't assume that the PRC will deploy it's carriers the way the USN does.Well nobody can do that.

Not complacency, since I make my living studying naval history and policy. This is a just a realistic assessment of Red China's blue water Navy ambitions.

While I don't underestimate the magnitude and threat of the ChiCom's current naval build-up (which Jeff Head has chronicled in detail over the past few years), I do question their capability of jumping straight into big time carrier/battle group ops without any prior operational experience whatsoever. Even the Japanese had to learn how to fight with carriers during the two decades before Pearl Harbor, and the U.S. Navy of course, learned the hard way during World War II.

With that said, I think that the real naval threat from the ChiComs is their submarines, one of which successfully penetrated an American carrier screen some months back as I recall. If built and deployed in mass as the ChiComs are apparently doing, then that is where the real trouble will be. Just my humble opinion...

Agree, but the carrier's CONOPs should become clear during construction. You can pretty much deduce what the primary missions will be.

Unless they have something much further along and hidden somewhere else, I cannot see how it could be anything but the Varyag. I believe she will be launched in 2008 or 2009 and be plowing waves in the China Sea in 2010.

TRANSFORMING THE VARYAG INTO AN OPERATIONAL PLAN CARRIER

They will then, IMHO, over the next several years use the Varyag to train and establish doctrine while they start building 2 or 3 of their own indigenous carriers over the nextr 10-12 years thereafter.

There's nothing complacent about noting a simple fact. China does not have experience building any sort of carrier, nor in constructing an operating carrier battle group, nor does it have remotely sufficient carrier-capable aircraft, or the training for those pilots, or the overall operational umbrella. It could develop them, but it will take a very, very long time.

Meanwhile, anyone someone hears that China is building a carrier, whether it's in the media generally or on FR specifically, people run around talking as though it's going to be an American-style supercarrier and battle group.
